MODIFYING CURRENT JOB
CLASSIFICATION AND AMENDING THE
CONFLICT OF INTEREST CODE
DEPT. HEAD
CITY ATTY.
CITY MGR. 1
RECOMMENDED ACTION:
Adopt Resolution No.2010-273modifying the current job classification of Economic
Development and Real Estate Manager and amending the Conflict of Interest Code.
ITEM EXPLANATION:
In June 2010, several key city departments were reorganized in order to increase efficiency with
fewer resources while better serving the changing needs of the community. The new
organizational structure was designed to enable the city to adapt as Carlsbad transitions from a
growing community to one focused on economic, environmental and community sustainability.
One such change took place in the Community Development Department, which was renamed
the Community and Economic Development Department. This adjustment was made to
highlight the emphasis on future economic development activities and the importance of this
function within community development. A second change that took place was the formation of
a new city department, the Property and Environmental Management Department, which is
tasked with the primary responsibility for the city's real estate. As part of these changes, staff is
proposing that the position of Economic Development and Real Estate Manager be modified,
and that the job duties be updated to reflect a lesser focus on real estate and a greater focus on
general economic development activities, including redevelopment, within the Community &
Economic Development Department. It is proposed that the position title be changed to
Economic Development Manager. The classification description for this position is included as
Exhibit 2. In addition, it is proposed that the Appendix to the Local Conflict of Interest Code
(Exhibit 3) be revised to reflect this change.
FISCAL IMPACT:
This job classification change will have no fiscal impact and is within the current staffing
allocation of the Community and Economic Development Department.
ENVIRONMENTAL IMPACT:
This amendment is statutorily exempt from CEQA pursuant to Public Resources Code Section
21080(b)(1).
