RECOMMENDED ACTION:
Adopt Resolution No. 2010 - 274 authorizing the Carlsbad City Library to apply for a grant
from the California State Library's Transforming Life After 50 Targeted Grant program and to
accept and appropriate any award.
ITEM EXPLANATION:
Earlier this year, a Carlsbad City Library staff member was selected to represent the Library and
participate in the California State Library's 2011 Transforming Life After 50 Fellowship program.
The State recently announced that Fellowship participants are eligible to apply for this year's
Transforming Life After 50 targeted grants (Exhibit 2). Funding of up to $10,000 can be sought
to pursue either a planning grant or an implementation grant. These targeted grants are
intended to support costs related to planning a future library project or engagement strategy and
support the goals of providing services to promote life-long learning and responsive changes in
library services. The Carlsbad City Library proposes to apply for a planning grant that will fund
a study to assess the Library's framework of services that support productive aging and
engagement for midlife adults, ages 50 and older. The selected study option(s) will depend
upon the amount of grant funds awarded, up to $10,000.
Grant proposals will be reviewed and selected on a competitive basis. The grant period will run
from January 1 - August 31, 2011 and the project must be accomplished within the grant
period. If the Carlsbad City Library is awarded a grant, three required reports will explain the
project's funding sources, and provide a narrative summary of the study results with final costs
upon completion.
FISCAL IMPACT:
Any grant award, up to $10,000, will be used to assess services provided to midlife adults as
part of the Transforming Life After 50 Fellowship Program during FY 2010-11.
ENVIRONMENTAL IMPACT:
This item does not qualify as a "project" under the California Environmental Quality Act (CEQA)
per State CEQA Guidelines Section 15378 as it does not result in a direct or reasonably
foreseeable indirect physical change in the environment.

WHEREAS, the Carlsbad City Library periodically assesses library services

through research studies and surveys to align services with community interests and8

10 WHEREAS, the changing needs and interests of Carlsbad's growing population
11 of adults age 50 and older requires specific focus and review to design and plan for
12 appropriate library services in the coming years; and
13 WHEREAS, the California State Library's 2011 Transforming Life After 50
14 Targeted Grant Program will provide up to $10,000 to help support conducting a formal
community assessment that will evaluate library services for this population; and

WHEREAS, conducting a library services study supports the goals of the City
17
Council and the objectives of the Carlsbad City Library.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
2Q Carlsbad, California, as follows:
21 1. That the above recitations are true and correct.
22 2. That the City Council authorizes the Carlsbad City Library to apply to the
23 California State Library for the Transforming Life After 50 Targeted Grant
24 funds.

3. That the City Council accepts any award and authorizes the Finance Director

to appropriate any received funds.

I am pleased to announce a targeted grant opportunity for the MLS Transforming Life After 5G Fellows in

funded, you will be required to submit only 3 reports. The first will be an interim financial report due April
30, 2011. The second will be a final financial repor. and the third will be a summary narrative report.
These last two reports will botn be due September 30. 2011.
These targeted grants are intended to help defray costs releted to either planning a future library project
or engagement strategy, or implementing ar envisioned model and testing its ong term feasibility.
Planning grants can be used to undertake a formal community assessment to determine a course of
action whereas implementation grants should be based on an already clearly identified need with an
