HNS APPOINTMENTS TO CDBG/HOME FUNDING ADVISORY COMMITTEE DEPT. HEAD /fy^fr- CITY ATTY. @2* CITY MGR. OLA RECOMMENDED ACTION: Adopt Resolution No. 2011-004 , appointing members to the City's Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Funding Advisory Committee. ITEM EXPLANATION: The City receives federal funds to assist lower income families and individuals through the CDBG and HOME Programs. The Citizen Participation Plan required for Carlsbad's CDBG/HOME Program specifies the formation of a seven member Funding Advisory Committee to make recommendations regarding funding allocations to the City Council. The Mayor, subject to the majority concurrence of the City Council, appoints seven members to the Committee with the following representation: one Housing Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large, one from each quadrant of the City. The following Committee Members were appointed for two-year terms on December 22, 2009: Housing Commission Senior Commission Northeast Quadrant Bobbie Smith Joan Surridge Brian Butchco The Mayor has received the following recommendations for appointments to the Committee: Plannning Commission Julie Nygaard Northwest Quadrant Dawn Sheals Southeast Quadrant Joan Kindle Southwest Quadrant De'Ann Weimer Staff recommends that Council adopt the attached Resolution appointing new Committee Members as recommended above for two-year terms. FISCAL IMPACT: There is no fiscal impact to City funds when appointing Committee Members. FOR CITY CLERKS USE ONL Y. DEPARTMENT CONTACT: Frank Boensch 760-434-2818 frank.boensch(o)carlsbadca.gov CITY COUNCIL RESOLUTION NO. 2011-004 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING MEMBERS TO THE CITY OF CARLSBAD'S COMMUNITY DEVELOPMENT BLOCK GRANT/HOME INVESTMENT PARTNERSHIP FUNDING ADVISORY COMMITTEE FOR PROGRAM YEAR 2011-2012. 5 WHEREAS, the Citizen Participation Plan for Carlsbad's Community Development Block Grant 6 (CDBG)/Home Investment Partnership (HOME) Program specifies the formation of a seven member citizen 7 advisory committee to make recommendations regarding CDBG funding allocations to the City Council; and WHEREAS, the Citizen Participation Plan further specifies that the City Council shall appoint 9 seven members to the CDBG Funding Advisory Committee with the following representation: one Housing 10 Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large (one from 11 each City Quadrant); and 12 WHEREAS, the City Council appointed Bobbie Smith, Joan Surridge and Brian Butchco to the 13 Advisory Committee for two-year terms on December 22, 2009, and all other Advisory Committee Members 14 from the 2010-2011 Program Year have completed their two-year terms. 15 NOW, THEREFORE, BE IT RESOLVED as follows: 16 1. That the above recitations are true and correct. 17 2.
