RECOMMENDED ACTION:
Introduce Ordinance No. CS-115 to increase the existing 30 mile per hour prima facie
speed limits upon Loker Avenue West and East from Palomar Airport Road to El Fuerte Street to 40
miles per hour.
ITEM EXPLANATION:
The speed limits need to be increased from 30 miles per hour to 40 miles per hour on Loker Avenue
West and East to comply with the requirements of the California Manual on Uniform Traffic Control
Devices (CA MUTCD) and the California Vehicle Code (CVC). The current Engineering and Traffic
Surveys are considered expired and new Engineering and Traffic Surveys are required.
The subject segments of Loker Avenue West and East are both currently posted at 30 miles per hour
based on the Engineering and Traffic Surveys dated April 24, 2003 (Loker Avenue West) and May 15,
2003 (Loker Avenue East).
Loker Avenue West and East are unclassified in the Circulation Element of the General Plan but
function as industrial streets. The roads are constructed with one traffic lane in each direction
separated by a painted centerline or painted median. The subject segments are 0.69 miles in length
(Loker Avenue West) and 0.53 miles in length (Loker Avenue East) following curvilinear alignments.
The subject segments have been improved with concrete curb and gutter, sidewalk and street lights
on both sides of the roadway. On-street parallel parking is allowed on the subject road segments.
Traffic control on Loker Avenue West is provided by a traffic signal at the intersection of Loker Avenue
West and Palomar Airport Road and by a two-way STOP control at Loker Avenue West and El Fuerte
Street. Traffic control on Loker Avenue East is provided by a two-way STOP control at Loker Avenue
East and El Fuerte Street and minor street STOP control at Loker Avenue East and Palomar Airport
Road. Two-way traffic volumes were measured to range from 4,009 to 8,508 vehicles per day (Loker
Avenue West) and 1,650 to 3,448 vehicles per day (Loker Avenue East).
Speed Surveys conducted by staff on September 29, 2010, found the 85th percentile speeds to be 39
miles per hour at a location 1,000 feet north of Palomar Airport Road and 40 miles per hours at a
location 1,165 feet west of El Fuerte Street on Loker Avenue West. Speed Surveys conducted by
staff on October 7, 2010, found the 85th percentile speed to be 38 miles per hour at a location 0.15
miles east of El Fuerte Street on Loker Avenue East. The California MUTCD that requires that the
speed limit be established at the nearest 5 mile per hour increment of the 85th percentile speed and
that any 5 mile per hour reduction considered must be documented in writing on the Engineering and
Traffic Survey. Since no justification for a 5 mile per hour reduction has been found to be justified, the
speed limits deemed appropriate by the California MUTCD and the CVD and proposed by staff is 40
miles per hour.

At their meeting on December 6, 2010, the Traffic Safety Commission considered the results of the
Engineering and Traffic Surveys to revise the prima facie speed limits upon the subject segments of
Loker Avenue West and East. The Commission recommended by a 4-0 vote that the existing 30 mile
per hour prima facie speed limits on Loker Avenue West and East from Palomar Airport Road to El
Fuerte Street be raised to 40 miles per hour.
The current version of the Engineering and Traffic Surveys are on file in the office of the Traffic
Division Manager.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving
negligible or no expansion.
FISCAL IMPACT:
Replacing eight speed limit signs upon Loker Avenue West and East will cost about $1200. Sufficient
funds are available in the Streets Division budget.

Street, the prima facie speed limit shall be forty miles per hour."

of Section 10.44.470 to read as follows:

Road, the prima facie speed limit shall be forty miles per hour."
17 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
18 the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in

a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
