DEPT. 1-25-11 CM CITIZEN PRESENTATION REGARDING GRAND PROMENADE PROPOSAL DEPT. DIRECTOR CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: To receive a presentation from Gary Nessim regarding the Grand Promenade proposal. ITEM EXPLANATION: Mr. Nessim has worked on developing a proposal for a "Grand Promenade" project on Grand Avenue in the Village area. The concept is to add bike lanes and a decorative paved area about 53 feet wide, reduce the travel lanes to one in each direction from the freeway to Carlsbad Village Drive, and round-abouts at all intersections. This Grand Promenade area is proposed to be used for special events, the farmer's market, sidewalk dining, art shows and a pedestrian connection from the civic center to the beach and south two miles along the seawall. The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a request to the City Manager. Attached is a request Gary Nessim (Exhibit 1) requesting that the City Council receive a presentation relating to the Grand Promenade proposal. FISCAL IMPACT: None. EXHIBIT: 1. Parking garages are proposed to replace the on street parking reduced in the process. A commercial overlay on sections of Grand Avenue and State Street are proposed to improve commercial competiveness for the Village.
