RECOMMENDED ACTION:
Adopt Resolution No. 2011-018 accepting the contract for construction of the Palomar Airport
Road Right Turn Lane to Melrose Drive, Project No. 6012 as complete, and directing the City Clerk to
record a Notice of Completion and release bonds in accordance with State Law and City Ordinances.
ITEM EXPLANATION:
On April 6, 2010, the City of Carlsbad awarded a contract to PAL General Engineering, Inc. in the
amount of $137,372 for the construction of the Palomar Airport Road Right Turn Lane to Melrose
Drive, Project No. 6012.
PAL General Engineering, Inc. substantially completed the contract on Aug. 19, 2010. Final contract
requirements were met and the final change order executed January 27, 2011. City staff has
inspected the work and found it to be satisfactory. Staff recommends acceptance of the improvements
by the City Council.
ENVIRONMENTAL IMPACT:
The approval of a Notice of Completion is a ministerial process and is exempt from the requirements
of the California Environmental Quality Act (CEQA) pursuant to Section 15268 of the State CEQA
Guidelines.

CONSTRUCTION OF THE PALOMAR AIRPORT ROAD RIGHT

COMPLETE.

WHEREAS, the construction of the Palomar Airport Road Right Turn Lane to Melrose

Drive, Project No. 6012, has been completed to the City's satisfaction by PAL General
7
Engineering, Inc. on August 9, 2010: and
8
WHEREAS, the formal project Notice of Completion has been prepared; and
9
WHEREAS, all project costs have been established to date.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.
13
2. That the Palomar Airport Road Right Turn Lane to Melrose Drive, specifically
15 identified as Project No. 6012 is deemed complete and is hereby accepted by the City Council of
16 the City of Carlsbad.
17 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
18 execute and record the Notice of Completion for the Palomar Airport Road Right Turn Lane to
19 Melrose Drive, Project No. 6012.
