RECOMMENDED ACTIONS:
Adopt Resolution No. 2011-049 approving an amendment and extension to the existing KOA
Corporation agreement to prepare the La Costa Avenue Road Diet/Arterial Road Traffic Calming
Program, Project No. 6038.
Adopt Resolution No. 2011-050 approving the interim traffic safety improvements on La
Costa Avenue between El Camino Real and Rancho Santa Fe Road.
ITEM EXPLANATION:
La Costa Avenue between El Camino Real and Rancho Santa Fe Road is classified as a
secondary arterial and has direct access to residential units on both sides of the road. There are
two through lanes in each direction of travel and a two-way left turn lane on most of this section of
La Costa Avenue. Staff has received complaints about traffic safety issues and concerns that
excessive vehicle speeds have negatively impacted residents' quality of life.
A "road diet" project reduces a roadway to one through lane in each direction of travel while
maintaining capacity. A road diet is a precursor to several traffic calming measures being
considered along La Costa Avenue (e.g., mini-roundabouts). On January 28, 2008 the City
entered into a professional service agreement with KOA Corporation to prepare the La Costa
Avenue Road Diet/Arterial Road Traffic Calming Program. Preliminary work on the this project
concluded that a road diet is currently not allowed on La Costa Avenue between El Camino Real
and Rancho Santa Fe Road because it is currently classified as a secondary arterial in the
General Plan. The current KOA contract agreement expired January 27, 2011 before a final report
was completed.
There are numerous examples of successful road diets in California on roads with daily traffic
volumes comparable to La Costa Avenue. Staff has completed a re-evaluation of the data and has
concluded that La Costa Avenue can be reduced to one lane in each direction of travel without
resulting in traffic being diverted to adjacent residential streets. This effort is expected to require
an environmental review and possibly a roadway reclassification in the General Plan.
Staff recommends amending and extending the contract with KOA to conduct the proposed scope
of work (see Exhibit 2). The new scope of work includes an extensive public outreach process that
will be used to build consensus on what will now be identified as the La Costa Avenue
Improvement Plan. Council approval is required for an extension and amendment to the contract
for the proposed work on this project.

On February 8, 2011, the City Council directed staff to implement interim measures to address the
traffic safety concerns raised by residents on La Costa Avenue. In response, staff has installed:
a) speed feedback signs to reduce vehicle speeds through the neighborhood; and
b) traffic warning signs in advance of residential driveways.
The City Council also asked staff to develop an interim striping plan for a painted median to
prohibit left turn movements to adjoining driveways along La Costa Avenue between El Camino
Real and Rancho Santa Fe Road. This interim painted median will require residents to change
their driving patterns and may result in traffic diverting off of La Costa Avenue to adjoining streets.
There is also concern that implementing a painted median before commencing work on the La
Costa Avenue Improvement Plan will be counterproductive to reaching public consensus on a long
range solution. The proposed work program allows residents to participate in the development of
this interim striping plan. Staff will submit the interim striping plan for City Council approval once
the future roadway cross sections have been defined for the La Costa Avenue Improvement Plan.
FISCAL IMPACT:
The contract amendment will cost an additional $86,413. Staff time and other miscellaneous costs
which may arise during the public outreach and study are estimated to cost approximately
$25,000. Therefore, the anticipated cost to fund the public outreach and study portions described
above is approximately $112,000.
It is very difficult to estimate the cost for a traffic calming project in advance of the actual design
process. Traffic calming measures are much more efficient at reducing vehicle speed with
appropriate landscaping. This measure can significantly add to the project cost. It is important to
note that neither staff nor the consultant team has pre-determined a design for La Costa Avenue.
However, based on similar projects it is believed that a traffic calming project for La Costa Avenue
could cost between $1-4 million. The final cost will depend, not only on the number and type of
traffic calming measures installed, but also on the amount of landscaping used. Once the study
and public outreach have been completed, staff will return to Council with a cost update.
There are five traffic signals currently programmed with Gas Tax Funds in the CIP totaling
$1,030,000. These traffic signals are located on La Costa Avenue at: Calle Madero, Esfera
Street, Gibraltar Street, Quinta Street and Nueva Castilla Way. It was originally anticipated these
signals would be used as part of the traffic calming project on La Costa Avenue. However, these
signals will no longer be used as part of the traffic calming project on La Costa Avenue. As such,
staff recommends reprogramming $1,030,000 in Gas Tax funds to the La Costa Road Diet and
Arterial Road Traffic Calming Project, Project No. 6038. The reprogrammed funds will be used for
the public outreach and study portions of the project described above and towards the
construction of the traffic calming project.
ENVIRONMENTAL IMPACT:
The proposed amendment and extension to the existing agreement to prepare the La Costa
Avenue Road Diet/Arterial Road Traffic Calming Program and the preparation of an interium
striping plan for La Costa Avenue is exempt from the California Environmental Quality Act (CEQA)

per State CEQA Guidelines Section 15306 - Information Collection. Section 15306 describes the
following activities as being exempt from environmental review: "...basic data collection, research,
experimental management, and resource evaluation activities which do not result in a serious or
major disturbance to an environmental resource. These may be strictly for information gathering
purposes, or as part of a study leading to an action which a public agency has not yet approved,
adopted, or funded." The proposed installation of warning signs and speed feedback signs on La
Costa Avenue between El Camino Real and Rancho Santa Fe Road is exempt from the California
Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - Existing
Facilities. Section 15301(C) describes the following activities as being exempt from environmental
review: "...minor alteration of existing facilities, including streets, involving negligible or no
expansion."

10 WHEREAS, on November 9, 2009, the City amended this agreement for professional
11 services with the Consultant to extend the agreement for a period of one (1) year ending
12 January 27, 2011; and
13 WHEREAS, there are sufficient funds in the Gas Tax fund for the $112,000 appropriation
14 requested; and

WHEREAS, a scope of work, schedule, and fee proposal have been prepared by the
16
Consultant for the Project.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.
21 2. That the Finance Director is authorized to appropriate a total of $112,000 in Gas
22 Tax funds towards the Project.
23 3. That an amendment to an existing agreement with KOA Corporation is hereby
24 approved and the Mayor is authorized to execute said amendment. Following
25 execution of the amendment, the City Clerk is directed to forward copies of the

RATIFICATION OF AMENDMENT NO. 2 TO EXTEND AND AMEND AGREEMENT
FOR LA COSTA AVENUE ROAD DIET/ARTERIAL ROAD TRAFFIC CALMING PROGRAM

his Ratification of Amendment No. 2 is entered into as of the <~2*2 day of
, 2011 , but effective as of the 28th day
of January, 2011, extending and amending the agreement dated January 28, 2008 (the
"Agreement") by and between the City of Carlsbad, a municipal corporation, ("City"), and KOA
Corporation, a California corporation ("Contractor") (collectively, the "Parties").
RECITALS
A. On November 09, 2009, the Parties executed Amendment No.1 to extend the
Agreement to the La Costa Avenue Road Diet/Arterial Road Traffic Calming Program; and
B. The Agreement, as amended from time to time expired on January 27, 2011 and
Contractor continued to work on the services specified therein without the benefit of an
agreement; and
C. The Parties desire to alter the scope of work of the Agreement to complete the La
Costa Avenue Road Diet/Arterial Road Traffic Calming Program; and
D. The Parties desire to extend the Agreement for a period of two (2) years; and
E. The Parties have negotiated and agreed to a supplemental scope of work and
fee schedule, which is attached to and incorporated in by this reference as Exhibit "A", Scope of
Services and Fee.
NOW, THEREFORE, in consideration of these recitals and the mutual covenants
contained herein, City and Contractor agree as follows:
1. The retroactive extension and amendment of the Agreement is ratified.
2. In addition to those services contained in the Agreement, as may have been
amended from time to time, Contractor will provide those services described in Exhibit "A". With
this ratification to extend and amend, the total annual Agreement amount shall not exceed
eighty six thousand four hundred thirteen dollars ($86,413).
3. City will pay Contractor for all work associated with those services described in
Exhibit "A" on a time and materials basis not-to-exceed eighty six thousand four hundred
thirteen dollars ($86,413). Contractor will provide City, on a monthly basis, copies of invoices
sufficiently detailed to include hours performed, hourly rates, and related activities and costs for
approval by City.
4. Contractor will complete all work described in Exhibit "A" by January 26, 2013.
5. All other provisions of the Agreement, as may have been amended from time to
time, will remain in full force and effect.

6. All requisite insurance policies to be maintained by the Contractor pursuant to the
Agreement, as may have been amended from time to time, will include coverage for this
Amendment.
7. The individuals executing this Amendment and the instruments referenced in it

actual authority to bind Contractor to the terms and conditions of this amendment.

PHASE 11 - PUBLIC INPUT AND IMPLEMENTATION STRATEGY
SCOPE, SCHEDULE AND COST ESTIMATE
TASK I: Public Meetings
The KOA Corporation team will include Pat Noyes & Associates to lead the community outreach
component, in close coordination with City staff. Input from the community will be essential to ensure the
project objectives of providing context-sensitive solutions for the neighborhood. Community outreach is
always an important component for this type of project. An inclusive public outreach strategy is proposed
and a series of public meetings and data collection is included.
TASK I.I: Public Outreach
Our approach will be closely coordinated with City of Carlsbad staff to provide information to the
community, increase the visibility of the project, and bring more community members into the process.
Announcements outlining the public participation process will be mailed to residents in the neighborhoods
near La Costa Avenue and placed at local gathering spots (coffee shops, schools, etc.). We will support the
City's Communication Manager to provide information to local media outlets like the San Diego Union-
Tribune, North County Times and potentially local news channels will serve to supplement the outreach and
maximize the number of residents involving themselves in shaping the project's features. We will also
provide content to the City to be used on the City's website to inform the public of the planning process
and update them as we develop concepts. A public announcement mailer and survey will be sent prior to
the first public meeting to gather site specific traffic issues directly from the neighborhood residents. The
survey will be provided in an online and mail-in format. The consultant team will develop the content of the
survey and the City will provide the mailing list and compile the responses. An evaluation of the information
will be done by the consultant team. Two update mailers will be developed by the consultant team, in
coordination with City staff, to keep the community apprised of the meeting outcomes and upcoming
meetings. The printing and distribution of the surveys and updates is assumed to be handled by the City of
Carlsbad. This information will be posted on the City website as well. DELIVERABLES: Survey and
announcements.
TASK 1.2: Public Meeting/Workshop #1
The first public meeting will introduce the project, present the planning process and engage the public in
clarifying issues and community objectives. Using the data collected in the online and mail-in survey and
direct public input at this meeting, the specific objectives of the La Costa Avenue Improvement Plan will be
defined. An overview and discussion of the various tools available and their applicability toward solving the
traffic issues will be presented and neighborhood preferences will be discussed. Preliminary maps illustrating
the study area and transportation elements will be used to focus the discussion and define community
issues, wishes and concerns. This workshop is designed to gather input regarding vehicular traffic concerns,
pedestrian and bicycling challenges, plus any urban design and landscaping considerations. DELIVERABLES:
Community meeting graphics, meeting minutes documenting the meeting and public input
TASK 1.3: Public Meeting/Workshop #2
Between Meeting #1 and Meeting #2, we will work with City staff to develop viable concepts that meet the
City's public safety, traffic engineering and financial requirements. The main purpose of the second public
meeting will be to present alternative concepts and test community values. We will present various concept

plans that reflect the issues, objectives and preferences identified in the first meeting. Our team will be
responsible for preparing all visual displays, conceptual plans and visual photo-simulations (up to five
renderings). Community input from the sessions will be used to revise and refine the plans to develop a
community-preferred plan for La Costa Avenue. DELIVERABLES: Community meeting graphics, meeting
minutes documenting the meeting and public input
TASK 1.4: Public Meeting/Workshop #3
Between public meeting #2 and #3, the draft community-preferred plan will be developed in consultation
with City staff. Meeting #3 will focus on refining the community-preferred plan and discussing any phasing
or additional funding needed to implement the ultimate plan. If the ultimate plan for La Costa cannot be
built with currently available funding, the community will have an opportunity to provide input on phasing
options and additional sources of funding. Our team will be responsible for preparing visual displays,
conceptual plans, and visual photo-simulations. Again, a detailed summary of the community input will be
prepared to ensure public comment is represented. DELIVERABLES: Community meeting graphics, meeting
minutes documenting the meeting and public input
TASK 2: Conceptual Improvement Plan
TASK 2.1: Concept Plan
After all of the decisions have been made in regards to the ultimate plan for La Costa Avenue, a final
concept plan will be prepared. The main purpose of this is to provide sufficient detail to prepare planning
level cost estimates for the improvements. The concept will essentially be a less than 30% design plan. This
concept will show items such as roadway dimensions, striping, signing, curb, gutter, horizontal and vertical
features, etc. Overall roadway concepts will be prepared using available aerial photos, record drawings and
field measurements. No engineering survey or new aerial photography will be commissioned. It will include
all of the components required to complete the final design as well as implement the concepts.
DELIVERABLES: Conceptual traffic improvement plans and conceptual cost estimate.
TASK 2.2: Visual Simulations
During the public workshop process, it is very important to offer visual concepts to show the public. As
part of this task visual simulations showing details of the plan will be produced to enhance the project's
visibility among the community. Up to 5 visual simulation images will be prepared and presented to the
stakeholders. The simulations will be computer-generated graphical representations of the possible concepts
over existing photography. These visual simulations will be utilized during Workshop #2 and #3.
DELIVERABLES: Visual simulations.
TASK 2.3: Conceptual Striping Plan
Prepare an interim signing and striping plan for La Costa Avenue using an AutoCAD base map provided by
the City. Striping plan will be consistent with roadway cross sections proposed to be included in the final La
Costa Avenue Improvement Plan.
DELIVERABLES: Concept striping plan.
TASK 3: Project Report
TASK 3.1: Project Report
The process and results of the workshop process and conclusions/recommendations shall be documented in
a report. It will contain a discussion of the background, existing conditions, the process that has been
applied, problem definition, neighborhood recommendations, an evaluation and a cost estimate and final

The consultant team will develop a PowerPoint presentation to show the City Council all of the details and
information that has been included and performed as part of the project. We will attend one meeting and

they will require. DELIVERABLES: PowerPoint presentation, graphics and presentation materials.

Council member Kulchin requested the amount of money paid to KOA to date under the terms of the original contract
for La Costa Ave. In round numbers, the original contract was a not-to-exceed amount of just under $100,000 for
several phases of consulting services:
• Phase 1 - Comprehensive study to identify impacts of a road diet and determine if it was possible. This study
determined that a road diet was not possible based on a very conservative approach to the current city
standards; however, the current City staff has a different opinion as road diets with comparable volumes have
been successful at other locations. In the development of this information, KOA was directed by Carlsbad staff
to limit the assumptions, which lead to the conclusion that a road diet was not possible. Even though a road diet
was determined to be infeasible, the Phase I report does include a conceptual striping plan that can be used
basis for the interim striping plan that staff will be presenting to City Council at a future meeting and other
useful engineering traffic data.
• Phase 2 - Potential traffic calming alternatives and strategies for La Costa Ave. were identified based on the
findings of Phase 1. This work effort developed alternatives for the existing La Costa Ave. configuration, or two
lanes in each direction. This previous work assisted staff develop the current cost estimates for the proposed
road diet concept.
Approximately $75,000 was expended performing Phase 1 & 2.
• Phase 3 - This phase proposed to develop a final plan incorporating the alternatives developed in Phase 2. Staff
requested that this phase not be completed as previously approved and requested that KOA re-evaluate the
work performed to date. KOA was asked to evaluate the ability to implement a road diet based on what other
agencies have been able to accomplish, not the current Carlsbad standards. Carlsbad might need to revise
engineering standards and update the General Plan to implement a road diet permanently on La Costa Ave..
Staff has worked with KOA to re-evaluate the road diet and believe that it can be accomplished.
The $25,000 remaining for Phase III of the past contract was used to re-evaluate the data.
It is anticipated the City will pay KOA approximately $100,000 for the services outlined above. The request to extend and
amend the contract would authorize an additional $86,400 for a revised total contract amount of approximately
