RECOMMENDED ACTION:
Adopt Resolution No. 2011-052 authorizing the City Clerk to advertise for bids for the
2011 Concrete Replacement Project No. 6013.
ITEM EXPLANATION:
As part of the City's annual Concrete Replacement Program, staff has assessed deterioration,
cracking, and uplifting of concrete that needs improvements within the public right-of-way. A list of
locations was produced to identify the curbs, gutters, sidewalks, curb ramps, and driveway
approaches in need of replacement.
Staff recommends approving the project and authorizing the City Clerk to advertise for bids for the
construction of the 2011 Concrete Replacement Project No. 6013.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities including streets, sidewalks,
gutters, and similar facilities involving negligible or no expansion.
FISCAL IMPACT:
The total estimated cost is $250,000 for the 2011 Concrete Replacement Project.

The Concrete Replacement Program (Project No. 6013) has a balance of $317,122 in GCC and Gas
Tax funds available to complete this project. Remaining appropriations will be carried forward for
future concrete replacement projects.

CARLSBAD, CALIFORNIA, AUTHORIZING THE CITY CLERK TO
3 ADVERTISE FOR BIDS FOR THE 2011 CONCRETE
REPLACEMENT PROJECT NO. 6013. _

WHEREAS, the City Council of the City of Carlsbad, California, has determined it
5
necessary, desirable, and in the public interest to replace damaged concrete in accordance with
6
the City's ongoing Concrete Replacement Program; and
7
WHEREAS, the contract and specifications for furnishing of all labor, materials, tools,
8
equipment, transportation, and other expenses necessary or incidental to the 2011 Concrete
9
Replacement Project No. 6013, have been prepared and are on file in the Transportation
10
Department of the City of Carlsbad and are incorporated herein by reference; and
11
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA)
12
per State CEQA Guidelines Section 15301(c); and
13
WHEREAS, sufficient funds are available for completion of the concrete repairs.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
15
California, as follows:
16 1 . That the above recitations are true and correct.

2. That the specifications and contract documents for the 2011 Concrete
18
Replacement Project No. 6013, are on file in the Transportation Department of the City of
19
Carlsbad and are hereby approved.
20
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
21
publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
22
the 2011 Concrete Replacement Project No. 6013, in accordance with the specifications
23
and contract documents referred to herein.
