ITEM EXPLANATION:
Beech Avenue and Ocean Street are located in the northwest quadrant of the city (see Exhibit 1).
Both are unclassified on the Circulation Element of the General Plan but function as low volume local
streets based on street width and adjacent land uses.
A resident has requested that staff investigate the need to install a STOP sign on Beech Avenue at its
intersection with Ocean Street based on his observations of near collisions. The subject intersection
is a T-intersection with the northbound and southbound approaches controlled by STOP signs. The
westbound approach is uncontrolled. The intersection to the immediate north (Ocean Street/Cypress
Avenue) is a T-intersection with all three approaches controlled by STOP signs. The intersection to
the immediate south (Ocean Street/Christiansen Way) is a T-intersection with all three approaches
controlled by STOP signs. Since it is common throughout the city to have the "stem" leg of T-
intersections controlled by STOP signs, drivers proceeding on Ocean Street may erroneously assume
that Beech Avenue is STOP controlled at its intersection with Ocean Street. Installation of a STOP
sign on Beech Avenue at Ocean Street will clearly establish the right-of-way for all three legs of the
intersection.
The California Manual on Uniform Traffic Control Devices Section 2B.04 allows the consideration of a
STOP sign at any location so as to control traffic within an intersection.
The Traffic Safety Commission reviewed this matter at its meeting on February 7, 2011. By a 4-0 vote,
the Traffic Safety Commission recommended that a STOP sign be installed on Beech Avenue at its
intersection with Ocean Street.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving
negligible or no expansion.

FISCAL IMPACT:
The installation of one STOP sign, limit line, and a STOP legend on Beech Avenue at Ocean Street
will cost about $1,000. Sufficient funds are available in the Streets Division budget.

The City Council of the City of Carlsbad, California, hereby ordains as follows:

That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by the addition

"10.28.968 Beech Avenue. Drivers shall stop where the following
described street intersects Beech Avenue:

10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE
STOPS ON BEECH AVENUE AT ITS INTERSECTION WITH
of Section 10.28.968 to read as follows:
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
