(ju— -^ RECOMMENDED ACTION: Adopt Resolution No. 2011-067 authorizing the Carlsbad City Library to apply for a grant from the California Library Literacy Service, to accept any award, and authorizing the Finance Director to appropriate any funds received. ITEM EXPLANATION: From 1984 until 1989 the Carlsbad City Library adult literacy program was funded with grant money from the State. In 1989, when those funds were no longer available, the City's General Fund picked up the support of the program. In 1990, when the California Library Literacy Service (CLLS) was created, the Library became eligible for additional matching grant funds. The Library has applied for and received the matching grant funds each year for the past twenty years, receiving $42,828 last year. Whether or not the CLLS will be funded in part or at all in the state budget is still uncertain. The CLLS has asked that current participating Libraries submit an application form by May 1, in order to expedite the distribution of the funds should there be any in the budget. FISCAL IMPACT: The Carlsbad City Library meets the eligibility requirements for receiving State-matching funds. If the State budget funds the CLLS for 2011-12, the funds will be used for instructional resources; annual recognition event; program support activities, equipment; and public relations. ENVIRONMENTAL IMPACT: Accepting and appropriating this grant does not qualify as a "project" under the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15378 as it does not result in a direct or reasonable foreseeable indirect physical change in the environment. That the above recitations are true and correct. 16 2. That the City Council authorizes the Carlsbad City Library to apply to the 17 California State Library for the California Library Literacy Service Act funds. 18 1Q 3.
