HEAD ^ CITY ATTY.x^ CITY MGR/ (jJ^-^ RECOMMENDED ACTION: Adopt Resolution No. 2011-072 approving out-of-state travel for five city employees to attend FEMA Integrated Emergency Management Course in Emmitsburg, Maryland on May 2- 5, 2011, and accept grant reimbursement to cover meal-related costs. ITEM EXPLANATION: The San Diego County Office of Emergency Services (County OES) is coordinating an out-of- state emergency management course to be conducted at FEMA's Emergency Management Institute in Emmitsburg, Maryland, on May 2-5, 2011, plus travel days. The course name is E390: IEMC Community Specific and its purpose is to assemble county public safety and emergency services leadership, Chiefs and managers at an off-site location to exercise San Diego County's wildland fire scenario. County OES has solicited approximately 75 participants from jurisdictions and agencies throughout the county to participate. The course plan calls for staffing a mock county Emergency Operations Center and six city EOC's. Oceanside and Carlsbad will partner to staff one EOC. Proposed attendees have been coordinated through Carlsbad's Emergency Management Administrative Team (CEMAT) and include: Fire Division Chief Chris Heiser, Police Captain Neil Gallucci, Fire Battalion Chief Michael Davis, City Communications Manager Kristina Ray and Emergency Preparedness Manager David Harrison. FEMA will directly reimburse each individual for travel costs. The course and lodging are provided by the Emergency Management Institute at no charge. San Diego County OES is making State Homeland Security Grant Funds available to reimburse participants' meal costs. Total meal costs are estimated at $98 per person for the four days of training. Staff requests that the City Council accept and appropriate $490 SHSG funds to the Fire Department General Fund budget to reimburse participants' food costs. FISCAL IMPACT: There is no fiscal impact for this training. FEMA will reimburse travel costs directly to participants. The course and lodging is provided at no charge. An appropriation of $490 is requested to reimburse participants for their meal costs. An appropriation is requested because SHSG rules state individuals cannot receive grant funds; only agencies. Therefore, the General Fund will reimburse the participants and will, in turn, be reimbursed by SHSG funds.
