ITEM EXPLANATION: The subject intersection serves the local neighborhood and is directly adjacent to Carlsbad High School (see Exhibit 1). During the time period before and after school and during events at the high school, this intersection can be congested with pedestrians, bicyclists and vehicles. This portion of Monroe Street and Gayle Way are unclassified in the Circulation Element of the General Plan but function as local streets. Monroe Street has a curb-to-curb width of 40 feet and features curb, gutter, sidewalk and street lights on both sides. Gayle Way has a curb-to-curb width of 36 feet and features curb and gutter but no sidewalk and no street lights. Traffic control on Monroe Street is provided by an ALL-WAY STOP at Monroe Street and Basswood Avenue and a traffic signal at Monroe Street and Chestnut Avenue. Staff conducted turning movement observations at the subject intersection for the one-hour period before the start of school and the one-hour period at the end of school. The results of the turning movement counts are provided in Exhibits 2 and 3 and showed that 45 pedestrians crossed Monroe Street at Gayle Way in the morning hour and that 56 pedestrians crossed Monroe Street in the afternoon hour. Section 2B.07 of the California MUTCD recommends consideration of ALL-WAY STOP control when there is a "need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes". The city has installed ALL-WAY STOP control at other locations adjacent to schools. These locations include the streets adjacent to Pacific Rim Elementary School, Olivenhain Pioneer Elementary School and La Costa Canyon High School. The Traffic Safety Commission considered this matter at its meeting on March 7, 2011. By a 2-1 vote, the Traffic Safety Commission recommended that ALL-WAY STOP control be established on Monroe Street at its intersection with Gayle Way. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving negligible or no expansion. Page 2 FISCAL IMPACT: The installation of two STOP signs, STOP legends on Monroe Street, painted crosswalks across Monroe Street and Gayle Way, and a pedestrian ramp on the west side of Monroe Street will cost approximately $2,500.
