RECOMMENDED ACTION:
Adopt Resolution No. 2011-085 approving the plans and specifications and authorizing the
City Clerk to advertise for bids for the Corrugated Metal Pipe (CMP) Replacement Program - Holly
Brae Lane/El Camino Real, Highland Drive/James Drive and Mallorca Place, Project No. 6607.
ITEM EXPLANATION:
The CMP Replacement Program was established as a five-year program to replace, repair or
remediate deteriorated CMP storm drain systems throughout the City. The pipelines included in the
program were identified after City staff inspected the interior of the storm drain pipe and assessed the
condition of CMP pipelines. The program includes the replacement or remediation of 25 storm drain
pipelines. The program has had three pipelines systems added in the last year based on condition
assessments.
The Holly Brae Lane to El Camino Real project will construct a new curb inlet to replace an outdated
and unsafe inlet and install a cured-in-place liner into an existing deteriorated storm drain pipeline that
conveys runoff from Holly Brae Lane down to El Camino Real a distance of 420 feet. The Highland
Drive to James Drive project will construct a new standard inlet to replace an undersized non-
standard inlet and install 160 feet of cured-in-place liner into an existing deteriorated storm drain
pipeline from the new inlet to a catch basin. The project also includes the installation of a cleanout at
the junction of the pipeline to a larger pipeline in James Drive that will allow maintenance crews
access for routine cleaning and inspection. A pipeline added to the program in 2011, the Mallorca
Place project will install 155 feet of cured-in-place liner into a damaged pipeline that was discovered
during routine maintenance activities.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per state CEQA
Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving
negligible or no expansion.

An Engineer's Estimate of the construction cost for the CMP Replacement Program - Holly Brae
Lane/El Camino Real, Highland Drive/James Drive and Mallorca Place, was prepared by staff on
March 11, 2011, and totals $133,000. The total estimated construction cost is shown in Table 2.

Sufficient funds have been appropriated from the Infrastructure Replacement Fund (IRF) to fund this
project. Annually, funds are added to the project through the Capital Improvement Program. This
funding source is not subject to State or Federal restrictions regarding prevailing wage. Therefore,
pursuant to Carlsbad Municipal Code Section 3.28.130, prevailing wages are not required for the
construction of CMP Replacement Program, Project No. 6607.
Staff recommends approving the plans and specifications and authorizing the City Clerk to advertise
for bids for the construction of CMP Replacement Program - Holly Brae Lane/El Camino Real,
Highland Drive/James Drive and Mallorca Place, Project No. 6607.

6 WHEREAS, the City Council of the City of Carlsbad, California, has determined it
7 necessary, desirable, and in the public interest to construct the Corrugated Metal Pipe (CMP)
8 Replacement Program - Holly Brae Lane/El Camino Real, Highland Drive/James Drive and
9 Mallorca Place, Project No. 6607; and
10 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
11 equipment, transportation, and other expenses necessary or incidental to the CMP Replacement
12 Program - Holly Brae Lane/El Camino Real, Highland Drive/James Drive and Mallorca Place,
13 Project No. 6607, have been prepared and are on file in the Utilities-Engineering Department of
14 the City of Carlsbad and are incorporated herein by reference; and
1£- WHEREAS, funding for said project has been appropriated from the Infrastructure
„_ Replacement Fund (IRF) to cover all project costs and is sufficient.lb
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:18
1 . That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the CMP Replacement
Program - Holly Brae Lane/El Camino Real, Highland Drive/James Drive and
Mallorca Place, Project No. 6607, are on file in the Utilities-Engineering
Department of the City of Carlsbad and are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to24
publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
