DIRECTOR CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 2011-086 approving plans and specifications and authorizing the City Clerk to advertise for bids for the Northwest Quadrant Storm Drain Improvement Program, Concrete Repair Program, and Pavement Management Program (Roosevelt Street and Madison Street), Project Nos. 6608, 6013, and 6001. ITEM EXPLANATION: The Northwest Quadrant Storm Drain Improvement Program is a multi-year program to address non- master drainage plan needs within the northwest quadrant of the City. Carlsbad Operations and Maintenance staff was interviewed regarding their field observations and knowledge of drainage issues throughout the northwest quadrant. Site locations were identified and prioritized based on recommendations from field observations. The locations of the sites, status and current priority are included in Exhibit 2. One site consisting of two locations is included in this contract request as shown on Exhibit 1. Storm drain improvements are proposed for Madison Street and Roosevelt Street between Carlsbad Village Drive and Grand Avenue and include construction of 420 feet of 18" diameter reinforced concrete pipe, 56 feet of 12" polyvinyl chloride pipe, four catch basins, and four cleanouts that connect to the existing storm drain systems in Grand Avenue and Carlsbad Village Drive. In addition to drainage improvements, and through the Concrete Repair Program, the two midblock crossings will also be reconstructed to improve street surface drainage and pedestrian circulation. These improvements will meet current American Disabilities Act requirements. At the completion of the storm drain improvements and concrete repairs, the two street segments will be overlayed through the Pavement Management Program. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving negligible or no expansion and Section 15302(c) - replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The Planning Director filed a Notice of Exemption on March 18, 2011. More specifically, the current status of the programs shows the expenditures of previously completed storm drain improvements, concrete repairs and pavement overlays and the funds available to complete the projects in Roosevelt Street and Madison Street. The total estimated project cost is shown in Table 2. These funding sources are not subject to State or Federal restrictions regarding prevailing wage. Therefore, pursuant to Carlsbad Municipal Code Section 3.28.130, prevailing wages are not required for the construction of Northwest Quadrant Storm Drain Improvement Program, Concrete Repair Program, and Pavement Management Program (Roosevelt Street and Madison Street), Project Nos. 6608, 6013, and 6001. Constructing the projects using one contract is more efficient than separating the project into multiple contracts. The cost savings derived from bidding the projects as one contract are due to the similarity of construction techniques on each storm drain, the proximity of the projects to one another, and savings realized by ordering larger quantities of materials. Combining the storm drain improvement, concrete repair and pavement overlay projects will also limit the impact to the downtown area to two months rather than spreading the work over multiple contracts issued at different times.
