DONATIONS IN SUPPORT OF THE
PARKS AND RECREATION
DEPARTMENT AND APPROPRIATION

RECOMMENDED ACTION:
Adopt Resolution No. 2011-095 , accepting a cash donation in the amount of five
thousand five hundred dollars ($5,500) in support of the Opportunity Grants Program,
and an in kind donation in the amount of two hundred ninety-one dollars and forty-one
cents ($291.41) in support of the Parks & Recreation Department, and direct the
Finance Department to appropriate the received funds to the Parks & Recreation
Opportunity Grant Revenue account.
ITEM EXPLANATION:
Carlsbad Lightning Soccer Club has been hosting their annual Carlsbad Cup Soccer
Tournament since 2007, which attracts well over 100 teams each year to multiple
facilities and fields in Carlsbad. As a Carlsbad resident youth sports organization,
Lightning Soccer enjoys free athletic field use, and only pays a reduced rate for athletic
field lights during the event, as well as fees for additional staffing. In appreciation of the
service they receive from the Parks & Recreation Department and in the spirit of their
philosophy of sportsmanship, personal development, and teamwork, Lightning Soccer
decided to make a generous donation to support the Parks & Recreation Department's
Opportunity Grants Program.
The Opportunity Grants Program provides access to recreation programs for families
that might not otherwise be able to afford to participate. Beyond having fun, children
who participate in recreation programs learn life skills, engage in healthy activities and
socialize in safe environments. Donations from organizations such as Lightning
Soccer allow Carlsbad children to participate in camps, classes, aquatics and many
other activities.

On April 8, 2011, the Parks & Recreation Department was presented with a check in the
amount of $5,500 in support of the Department's Opportunity Grants Program.
In addition to the donation to the Opportunity Grants Program, the Carlsbad Lightning
Soccer Club has also donated four new lock boxes to be used by the baseball and
soccer organizations that offer games and practices at Aviara Community Park. The
value of this in kind donation is $291.41.
On April 18, 2011, the Parks & Recreation Commission voted unanimously to
recommend acceptance of the donations and appropriation by the City Council to the
Opportunity Grant Revenue Account. The City of Carlsbad and the Parks & Recreation
Department wishes to acknowledge and thank Carlsbad Lightning Soccer Club for their
generosity with both donations, and recommends acceptance by the City Council of
both donations, and direction to the Finance Department to appropriate the cash funds
to the Opportunity Grant Revenue account.
FISCAL IMPACT:
The donation from Carlsbad Lightning Soccer Club in the amount of $5,500 has been
deposited into the Opportunities Grants Revenue account #14045155650 for support of
low income youth in the Carlsbad community.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065 and CEQA Guidelines, this action
does not constitute a "Project" within the meaning of CEQA and therefore, does not
require an environmental review.

6 WHEREAS, Carlsbad Lightning Soccer Club has hosted the Carlsbad Cup
7 Soccer Tournament since 2007; and

WHEREAS, Carlsbad Lightning Soccer Club uses funds generated by this

tournament to provide scholarships within their organization; and
WHEREAS, the City Council wishes to accept a cash donation in the amount
12 of $5,500 in support of the Parks and Recreation Department Opportunity Grants
13 Program; and
14 WHEREAS, the City Council wishes to accept an in kind donation in the
15 amount of $291.41 for new lock boxes at Aviara Community Park; and
16 WHEREAS, on April 18, 2011 the Parks & Recreation Commission
recommended the acceptance of donations totaling $5,791.41 by the City Council.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, the following:

1. That the above recitations are true and correct.21
22 2. That the City Council does hereby accept $5,791.41 in cash and in kind
23 donations.
24 3. The Finance Department is directed to appropriate the received funds of
25 $5,500 to the Opportunity Grant Revenue account.
