ITEM EXPLANATION:
CS-143 to require stops on Calle San Felipe at its intersection
Calle San Felipe and Calle Posada are located in the southeast quadrant of the city (see Exhibit 1).
Both are unclassified on the Circulation Element of the General Plan but function as low volume local
streets based on street width and adjacent land uses.
A resident has requested that staff investigate the need to install a STOP sign on Calle San Felipe at
its intersection with Calle Posada. The subject intersection is a T-intersection that is currently
uncontrolled. STOP sign requests received by staff are analyzed in accordance to the standards and
guidelines established in the California Manual on Uniform Traffic Control Devices (MUTCD) and the
Caltrans High Design Manual. One factor when considering the installation of a STOP sign is the
concept of "safe approach speed". A STOP sign should be considered when the safe approach
speed of the minor leg of an intersection is less than 10 mph.
Assuming approach speeds of 25 mph on Calle Posada and 10 mph on Calle San Felipe, a minimum
sight distance of 150 feet is required. Based on field measurements, staff has determined that sight
distance to the east was found to be 127 feet. Since the 10 mph safe approach speed is not met, a
STOP sign should be considered for installation.
The Traffic Safety Commission reviewed this matter at its meeting on May 2, 2011. By a 5-0 vote, the
Traffic Safety Commission recommended that a STOP sign be installed on Calle San Felipe at its
intersection with Calle Posada.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving
negligible or no expansion.

FISCAL IMPACT:
The installation of one STOP sign, limit line, and a STOP legend on Calle San Felipe at Calle Posada
will cost about $1,000. Sufficient funds are available in the Streets Division budget.

The City Council of the City of Carlsbad, California, hereby ordains as follows:

That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by the addition
7 of Section 10.28.969 to read as follows:

"10.28.969 Calle San Felipe. Drivers shall stop where the following
described street intersects Calle San Felipe:
Calle Posada."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
