RECOMMENDED ACTION:
Receive presentation from Greg Nelson on behalf of the Boys and Girls Club, and direct staff
accordingly.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item placed
on a City Council Agenda by submitting a written request to do so. Attached is an email
correspondence (Exhibit 1) from Greg Nelson requesting that he be allowed to make a
presentation to the City Council regarding the status of the new Boys and Girls Club in Bressi
Ranch, and the Club's need for additional funding to complete the project.
FISCAL IMPACT:
The fiscal impact of the request is unknown at this time.

The Bressi Ranch Boys & Girls Club application was submited to the City on March 16, 2006
(CUP 06-08) and was approved by the Planning Commission on August 15, 2007. We have
reviewed the CUP file correspondence and have the following comments in response to the
letter from the Boys and Girls Club, dated May 17, 2011:
1) The architecture for the project's main building did not change as a result of the
development review process - the architecture that was submitted by the applicant as
designed by their architect, the Dahlin Group, is the same architecture that was
approved by the Planning Commission. Immediately after submitting to the City, the
applicant held a public outreach meeting with the Bressi residential community which
was held at the Bressi Ranch Community Recreation Center, a building that was also
designed by the Dahlin Group. At that meeting, the applicant stated that it was their
intent that the architecture of the B&G's Club would substantially match the
architecture of the Bressi Ranch Community Recreation Center building. The
architecture and materials of the B&G's Club as approved and built is substantially the
same as the Recreation Center building.
2) The applicant also worked closely with LNR, the developer of the Bressi Village Shopping
Center, on coordinating and integrating the architecture and site plan for the B&G's
Club with the proposed architecture of the Bressi Village Shopping Center (see LNR
letter dated April 17, 2006). The architectural style and materials of the two buildings
are substantially the same.
3) The only architectural comment the City provided or required of the B&G Club CUP was
related to the trash enclosure. The original submittal by the applicant did not include
plans for the trash enclosure and city staff asked that the applicant provide the
architectural detail for the proposed trash enclosure. The location of the trash
enclosure is highly visible from Paradise Road and from the front entrance to the B&G
Club, and as such, staff needed to ensure that the design and building materials of the
trash enclosure were compatible with the architecture and materials of the proposed
B&G's Club building and that proper screening of the trash enclosure from Paradise
Road was provided. Such a requirement for trash enclosure design and materials is
standard practice for new development throughout the City of Carlsbad.
4) The courtyard trellis referred to in the B&G's Club letter was proposed by the applicant
and their architect and was included in the original architectural plans submitted to the
city by the applicant, and, as mentioned in No. 1 above, no changes were made through
the development review process to the originally submitted architect of the B&G Club
building - the architecture that was originally submitted to city staff is the architecture
that was approved by the Planning Commission. During the building permit stage, the
applicant did request that the courtyard trellis be eliminated. However, because it was
on the architectural plans approved by the Planning Commission, city staff did not
approve the applicant's request and the building was constructed with the courtyard
trellis in place.
5) All four sides of the B&G's Club site and building are highly visible from the public road
(Paradise Road), the adjacent Village Square park, and from within the Bressi Village
Shopping Center. The site is located within the mixed-use center of the award-winning
Bressi Ranch Master Plan area. The architecture and materials of the B&G's Club
building, as proposed and submitted by the applicant, is consistent and compatible with
the surrounding shopping center, residential homes, the Bressi Ranch Community
Recreation Center building, and the trellis and features within the Village Square park.
In summary, the development review process and city staff's input into the process did not
materially affect or change the architectural design, materials, or construction cost of the Boys
and Girls Club building. The site's location within the mixed-use center of the award-winning
Bressi Ranch Master Plan played a much more significant role.

Comments Regarding Proposed Site Plan for Boys and Girls Club
D>ear Jason,
This letter is a follow-up to our conversation last week regarding the recently submitted site plan for
the Boys and Girls Club ("BGC") at Bressi Ranch PA-15. As we discussed, LNR is in the planning
stages of the adjacent retail shopping center site in PA-15, but we have not yet finalized our site plan.
We have been working on a preliminary basis over the past year with the BGC to coordinate and
integrate the architecture and site plan of the two projects. However, it is our understanding that the
BGC has now formally submitted a site plan to the City for discretionary approval. Based on our
review, it appears that the BGC site plan has not been fully coordinated with the parking and drive
aisle configuration required for the adjacent proposed retail shop building and anchor building.
We cannot allow constraints to be placed on our site plan at this early stage as a result of the BGC
site plan. However, we are confident that a mutually agreeable site plan solution can be developed.
Our retail anchor tenant commitments are solidifying and we expect to meet with the City's planning
department in the next 2-3 weeks to discuss our proposed project. Assuming the City has a positive
response to our site plan, we would expect to be able to finalize the connectivity between the two
sites soon thereafter. We may need to create a minor lot Line adjustment to best accommodate the
requirements of both projects.
I have attached a copy of what I believe to be the site plan submitted by the BGC and marked the
areas of concern by hand. We ask that as part of the City's response to the BGC submittal, the City
require that the BGC coordinate their site plan with the adjacent retail site plan prior to the next
submittal by the BGC.
Please note that when the BGC elected to close off the driveway access they had to Paradise Road,
we agreed to grant an access easement across our property to allow the BGC to have access to their
facility. We still fully intend to do so once the site plans have been finalized.

Dear Ms. Hildabrand:
Over the last several weeks, we have met the mayor and esteemed
council members to discuss a project that is near and dear to our hearts.
The subject of our conversation? The serious need in our community to
complete construction of a new Boys & Girls Club and how the City of
Carlsbad might play a pivotal role in helping us succeed.
As you know, the exterior and Phase 1 of the interior (the gym, teen
center, and restrooms) are finished and will be open to the public this
summer. It is estimated that another $1.5 million will be needed to see the
building completed in total. We ask you to consider contributing one-third
of that amount or more.
Yes, the funds needed are significant. Yet the cost of NOT investing in
our youth is much, much higher. We currently serve about 225 youth
every day. With the Bressi Clubhouse completed, we will more than
double that number, and serve 500+ youngsters.
The proposed expansion provides the opportunity to deepen the stable
and collaborative partnership already in existence between the City and
the Boys & Girls Club. Boys & Girls Clubs of Carlsbad is requesting the
City of Carlsbad continue this relationship and financially support our
endeavor to finish a new state-of-the-art facility.
Boys & Girls Club is on the Council's May 24 agenda. We look forward to
making a formal presentation for support at that time. In the interim, if
you have thoughts, ideas, or anything you think will be of help to us in
making this new Boys & Girls Club happen, I hope you will call me. This
is a job we have to get done. _
