RECOMMENDED ACTION:
City Council adopt Resolution No. 2011-123 accepting the $300,000 FY10 US Department of
Justice Office, Office of Justice Programs Congressionally Selected Award, and appropriating the
funds to purchase equipment for the Joint First Responders Training Facility.
ITEM EXPLANATION:
Carlsbad Police Department has been awarded a FY 2010 US Department of Justice, Office of
Justice Programs Congressionally Selected Award in the amount of $300,000. This congressional
award has been earmarked to fund equipment for the Joint First Responders Training Facility,
including training props, protective gear, shooting simulation software and equipment, audio visual
equipment, firearm maintenance and cleaning equipment, and a variety of tools to adequately
maintain the facility and training equipment.
FISCAL IMPACT:
All costs for this equipment are fully reimbursable by the $300,000 awarded in the FY 2010 US
Department of Justice, Office of Justice Programs Congressionally Selected Award. No matching
funds are required and there are no ongoing costs associated with these purchases. As such, staff
requests that the City Council appropriate the $300,000 grant award for the planned expenditures.
The equipment purchased with this award is separate from the equipment purchased through the
Joint First Responder Training Facility capital improvement project construction budget.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guideline section 15738, this does
not constitute a "project" within the meaning of CEQA and therefore, does not require an
environmental review.

6 WHEREAS, Carlsbad Police Department has been awarded an FY 2010 USDOJ
7 Office of Justice Programs Congressionally Selected Award in the amount of $300,000;
8 and
9 WHEREAS, Carlsbad Police Department will use the funds to purchase training

Responders Training Facility; and
14 WHEREAS, the Joint First Responders Training Facility capital improvement
15 project construction budget does not include the equipment to be purchased with this
16 award;
17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
18 Carlsbad, California, as follows:
19 1. That the above recitations are true and correct.

2. That Council accepts the funds awarded by this Congressionally Selected
21
Award.22
23 3. That the Finance Director is authorized to appropriate $300,000 for FY 2010
24 USDOJ Office of Justice Programs Congressionally Selected Award
