HEAD ^/ CITYATTY. ^4x CITY MGR. ,^__ RECOMMENDED ACTION: Adopt Resolution No. 2011-118 authorizing the Carlsbad Fire Department to apply for the San Diego Gas and Electric (SDG&E) SAFE San Diego Initiative grant program for Community Emergency Response Teams (CERT). ITEM EXPLANATION: SDG&E recently announced a SAFE San Diego Initiative focused on emergency preparedness, and supporting safety programs and services such as CERT. The City of Carlsbad has been invited to apply for this grant opportunity (Exhibit 2). SDG&E is making $2,500 available to support local CERT programs. Council previously approved applying for a similar SDG&E grant program, Resolution 2009-216. The Carlsbad Fire Department grant request is for $2,500. The grant funds will be used to enhance Carlsbad's CERT program by funding the purchase of additional Federal code- compliant all-weather safety jackets. Recent changes in highway safety code requirements make purchasing Federal code-compliant safety jackets a high personal protective equipment priority. FISCAL IMPACT: The SDG&E grant award of $2,500 represents one-time funds. There is no matching fund requirement. If awarded, staff will request the SDG&E funds be appropriated to the Fire Department Emergency Preparedness program. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15378, this does not constitute a "project" within the meaning of CEQA and, therefore, does not require an environmental review. This Initiative will have a targeted focus on emergency preparedness, and support safety programs and services. Your organization is invited to apply for this grant opportunity. SDG&E online grant applications will be accepted through June 13, to select California-based organizations and emergency response agencies with operations and programs in SDG&E's service territory. These groups must be dedicated to helping the region with emergency preparedness and safety. The SAFE San Diego Initiative will support programs that meet either objective in the following areas: • First response volunteer agencies, such as the volunteer fire departments and volunteer law enforcement organizations • Emergency response agencies that provide disaster preparedness training, fire safety and/or disaster medical operations • Local charities that provide safety or disaster response support programs, resources, and/or education HOW TO APPLY: Please note, that only organizations receiving this notification must complete a NEW online 2011 application for the SAFE San Diego Initiative (not the general online application).
