RECOMMENDED ACTION:
Adopt Resolution No. 2011-129 approving plans and specifications and authorizing the
City Clerk to advertise for bids for the construction of the 2011 Pavement Overlay Project No.
6001-11-OL.
ITEM EXPLANATION:
The 2011 Pavement Overlay Project is part of the City's ongoing Pavement Management Program.
This project will resurface Levante Street, Camino De Los Coches, Calle Timiteo, Normandy Lane,
and a portion of El Camino Real by applying a rubberized asphalt concrete layer over the existing
roadway.
Staff recommends approving the project and authorizing the City Clerk to advertise for bids for the
construction of the 2011 Pavement Overlay Project No. 6001-11-OL.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities including streets, sidewalks,
gutters, and similar facilities involving negligible or no expansion.
FISCAL IMPACT:
The estimated construction cost for the 2011 Pavement Overlay Project is shown in the table below.

The current status of the Pavement Management Program is shown in the table below.

The remaining Pavement Management Program balance of $5,095,789 includes $1,975,000 that was
previously allocated for the 2011 Slurry Seal Project by City Council on April 26, 2011.
There are sufficient funds available to complete the 2011 Pavement Overlay Project. Staff has
applied for and received a rubberized asphalt concrete grant in the amount of $130,720 from
California Department of Resources Recycling and Recovery (CalRecycle). The Pavement
Management Program funds consist of Cal Recycle grant money, non-jurisdictional fees (generated
from trash haulers), TransNet-Local funds available for drawdown from SANDAG, and remaining
Proposition 1B funds (provided by the state).
The project will be advertised with prevailing wage requirements as it is partially funded with restricted
funds (Proposition 1B). Remaining Pavement Management Program funds will be used on future
pavement rehabilitation projects.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS, AND AUTHORIZING THE CITY CLERK TO
4 ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
2011 PAVEMENT OVERLAY PROJECT NO. 6001-11-PL.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it
6
necessary, desirable, and in the public interest to rehabilitate various roadways as part of the
7
City's ongoing Pavement Management Program; and
8
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,9
equipment, transportation, and other expenses necessary or incidental to the 2011 Pavement
10
Overlay Project No. 6001-11-OL, have been prepared and are on file in the Transportation11
Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA)

WHEREAS, sufficient funds are available in the Pavement Management Program15
account number 6001 in order to complete this project; and16
WHEREAS, prevailing wages will be paid for this project as it is being funded with
restricted funds.18
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,19
_ California, as follows:
_. 1. That the above recitations are true and correct.
22 2. That the plans, specifications, and contract documents for the 2011 Pavement
23 Overlay Project No. 6001-11-OL, on file in the Transportation Department of the City of Carlsbad
24 are hereby approved.
25 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
2Q publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
27 the 2011 Pavement Overlay Project No. 6001-11-OL, in accordance with the plans, specifications,
28 and contract documents referred to herein.
