2010 Update to the San Diego County

RECOMMENDED ACTION:
Adopt Resolution No. 2011-135 adopting the 2010 Update to the San Diego County
Multi-Jurisdiction Hazard Mitigation Plan.
ITEM EXPLANATION:
As a federal requirement under the Disaster Mitigation Act of 2000, local governments are
required to have an approved Hazard Mitigation Plan adopted and in place in order to qualify for
hazard mitigation program grants and post disaster mitigation funds. The 2004 San Diego
County Multi-Jurisdiction Hazard Mitigation Plan was adopted by City of Carlsbad Council
Resolution No. 2004-371 on November 16, 2004 and approved by FEMA on February 22,
2005. The plan is expected to be reviewed and updated every five years.
Beginning in the fall of 2009, the City participated in a required update of the regional Hazard
Mitigation Plan coordinated by the San Diego County Office of Emergency Services. Carlsbad
Emergency Management Administrative Team (CEMAT) developed and coordinated Carlsbad's
input to the 2010 Update to the plan (Exhibit 2), which includes:
• Demographic and hazard-related exposure/loss data provided by SANDAG
• Updated city administrative organization
• Updated actions supporting established, ongoing goals
On November 20, 2009, the County of San Diego issued a press release on behalf of the region
announcing the plan update and providing a County website where the plan was posted for
public review and comment. A link to the County's website was also posted on the City's
website for additional exposure. Public response questions were developed and the public
participated by answering questions and emailing comments to the County by the December
31, 2009, deadline.
The updated plan was completed in August 2010, and reviewed and provisionally approved by
FEMA in September 2010. CEMAT again reviewed the provisionally approved plan. Final
FEMA approval will be provided once all participating jurisdictions submit proof of formal
adoption within one year of the date of the provisional approval. The County Office of
Emergency Services is asking each jurisdiction's governing body to adopt the revised plan.

FISCAL IMPACT:
None. Hazard Mitigation actions will be accomplished with existing program funds. Actions
may be deferred or cancelled if funding should prove unavailable. Failure to adopt the 2010
Update could result in the loss of Mitigation and/or Public Assistance Program funding
necessary to enhance the City's disaster mitigation efforts, minimize the effects of a major
disaster on our community, and could jeopardize disaster recovery reimbursement available to
offset the financial impact of a catastrophic event.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this
action does not constitute a "project" within the meaning of CEQA and therefore, does not
require additional environmental review.
