RECOMMENDED ACTION:
Approval of Resolution No. 2011-139 approving the renewal of liability insurance through the
California Municipal Excess Liability (CAMEL) insurance program.
ITEM EXPLANATION:
The City participates in the Alliant Insurance Services, Inc. CAMEL joint purchase program for
liability coverage.
Alliant negotiated a renewal for the program for 2011-12. The City's premium is $236,252,
which is about 2% lower than last year's premium due to a relatively flat liability insurance
market and the benefits of participation in a joint purchase program. A summary of coverage is
shown in Exhibit 2.
The City was marketed separate from the joint purchase program as well. However, of the 9
carriers approached, 2 did not respond, and the remaining 7 declined to provide a quote based
on pricing or coverage terms that would not be competitive with the joint purchase program. A
summary of these results is shown in Exhibit 3.
FISCAL IMPACT:
This premium will be paid with funds from the 2011-12 Liability Fund. The Carlsbad Municipal
Water District and Housing and Redevelopment Agency are also insureds under this coverage
and contribute to the premium through the budget process.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the renewal of liability coverage through the California Municipal

Excess Liability program effective July 1, 2011 to June 30, 2012 is hereby

approved and the Finance Director is authorized to issue a warrant in the

amount of $236,252 for the payment of the premium to Alliant Insurance
Services, Inc.
