HR 6/21/11 REVISING AND ESTABLISHING NEW CLASSIFICATION SPECIFICATIONS, AMENDING SALARY SCHEDULES DEPT. HEA CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2011-140 establishing new classification specifications in the Transportation, Utilities, Department, Housing and Neighborhood Services Departments, revising classifications in the Fire Department and Police Department, and other departments throughout the City, amending the Carlsbad City Employees' Association Salary Schedule(s), the Management Salary Schedule and the Conflict of Interest Code to reflect these changes. ITEM EXPLANATION: The need for flexibility in the City's classification specifications is of increasing importance, as duties and reporting assignments of certain staff have changed over the last several years due to advances in technology and the City realignment efforts. The Human Resources Department has worked with departments throughout the City to review and analyze classification specifications to ensure the classification specifications accurately reflect the assigned job duties. Currently, the City's Personnel Rules require that any changes to the classification specification be approved by the City Council. ENGINEERING SERIES - Transportation Department, Utilities Department and Community and Economic Development Department A study and review was conducted of all civil and transportation engineering positions up to the Director level. The primary purpose of the study was to establish a job family approach to the Engineering Series which includes job leveling. This is achieved through a set of classification specifications that are written as a logical and clear progression of the knowledge, skills and abilities to perform the duties. The job family approach is a tool that that allows us to: • Clarify job expectations and roles and responsibilities of all engineering-related jobs in general • Define a career path for people in engineering roles and provide direction and ideas for future development • Aid in recruiting and selection of new hires or promotion/transfer • Provide the internal structure used to ensure competitive and equitable pay practices both internally and externally. In addition to the conceptual changes in the class specifications all of the educational and technical requirements, licenses and certifications have been reviewed and revised where necessary to meet current and future operational needs. Other title and content changes were made to reflect the decentralization of the Engineering Department and other realignment efforts. Housing and Neighborhood Services Department As part of the City realignment efforts the Housing and Neighborhood Services Department was established to carry out the City's mission of promoting community engagement through outreach. One of the changes proposed in the FY 2011/2012 budget is to transfer Code Enforcement Officers from the Building Department to the Neighborhood Services Department. Although code enforcement duties will continue, staff recommends the classification revisions be approved to reflect the mission of Housing and Neighborhood Services. In both the Fire Department and the Utilities Department the state required certifications and issuing authorities have been updated. Staff has met and conferred with the Carlsbad City Employees' Association, the Carlsbad Police Officers' Association and the Carlsbad Firefighters' Association Inc. regarding the aforementioned changes. FISCAL IMPACT: There is no fiscal impact associated with establishing the new classification specifications. Incumbent job titles will be changed effective upon City Council approval. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, these amendments do not constitute a "project" within the meaning of CEQA and therefore, do not require an environmental review. WOOD, City Clerk vO'lll/,,, Attachment A CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: ENGINEERING MANAGER BASIC FUNCTION: Under general direction, to plan, organize and direct the activities of an assigned Engineering division which may include the areas of traffic and transportation, utilities, land development engineering or others; to coordinate activities with other departments, governmental agencies and other outside organizations; and to provide technical and administrative staff assistance. DISTINGUISHING CHARACTERISTICS: This level acts as a division manager for an assigned engineering area within a major city department. Supervises other management level supervisors and lower level staff in directing the work activities of the division. An Engineering Manager typically reports to the director of a major city department such as Utilities, Transportation or Community & Economic Development. KEY RESPONSIBILITIES: Some of the typical responsibilities of an Engineering Manager include: Direct and implement the development of departmental goals and operating policies and procedures relative to the areas of traffic and transportation, utilities or development services. Provide general direction to engineering staff and coordinate all issues needing council approval or policy direction for the division. Assign work activities, projects and programs; monitor work flow review and evaluate projects, methods and procedures. Attachment A CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: JOB SERIES FOR ENGINEERING PROFESSIONALS DEPARTMENT: AS ASSIGNED BASIC FUNCTION/DISTINGUISHING CHARACTERISTICS; This job structure includes employees who perform professional engineering work independently or under direction of a registered professional engineer on a variety of projects and on-going programs in support of the public works infrastructure, transportation planning and operations, and land-use development of the City of Carlsbad. Engineering professionals are individual contributors who may work independently or under the direction of a registered professional engineer or engineering supervisor and who use their underlying knowledge, skills and abilities hi the fields of civil, construction, land-use, land surveying, utilities, and transportation/traffic engineering, along with skills and abilities in research, design, analysis, project management, program management and personnel management to perform their duties. The job level of an Engineering Professional (as described by the attached KSA matrix) is determined by two factors. The first is "business need" to have a job performed at a certain level, as defined by the specific responsibilities designed into the role, and how the organization is structured. The second is that the job incumbent must possess the knowledge, skills and abilities to function at the assigned professional level, as demonstrated by their work and contributions. Typically, an Engineering Professional must possess and demonstrate at least 80% of the KSA's at a given level to be assigned to that level. Participate in the development of standard engineering specifications, criteria and policy and procedure statements on engineering matters; provide technical advice to field operations, other City departments and the general public in the interpretation of City ordinances, policies, regulations and procedures. Perform assignments to help formulate, update or revise City Engineering Standards and/or Municipal Code in related areas. Interpret and apply regulations from external agencies in related area. Design, conduct, review, and /or approve internal or externally provided technical engineering studies. Perform as team leader or team member of engineering surveying crews, as assigned. Use computer-aided design (AutoCAD) to prepare detailed drawings, plans and technical specifications for City Capital Projects and or maintenance, repair and operations projects related to the City infrastructure.
