ITEM EXPLANATION: Commissioner Jack Gumming has tendered his resignation from the Traffic Safety Commission effective the end of July 2011. Mr. Gumming was originally appointed to the Traffic Safety Commission in July 2007 to fill an unexpired term. He was reappointed in 2009 to a term that ends July 2012. One appointment to the Traffic Safety Commission is needed. Applications received for the Traffic Safety Commission are on file in the Office of the City Clerk. NOTE: Members of the Traffic Safety Commission are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this action does not constitute a "project" within the meaning of CEQA and therefore, does not require additional environmental review. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows that: 1. The above recitations are true and correct. 13 2. The City Council accepts the resignation of Jack Gumming from the Traffic Safety 14 Commission. 15 3. GUMMING May 12, 2011 Mayor Matt Hall City of Carlsbad 1200 Carlsbad Village Drive Carlsbad, CA 92008-1949 Dear Mayor Hall: For the past four years I have served the City as an appointed Traffic Safety Commissioner. At my request John Kim of the Transportation Department has told me that my term began in August 2007 and so will be up in July 201 1 . I believe that it is appropriate now to step down so that another citizen can have the opportunity to serve on this Commission. Accordingly, I am tendering my resignation effective at the end of July 201 1. I'm giving you advance notice so that there will be ample opportunity to fill the resulting vacancy. Nevertheless, I will serve until a successor is appointed. This is in accordance with the Municipal Code of the City of Carlsbad California Section 2.28.020, which states in part "Each member shall serve until their successor is duly appointed."
