RECOMMENDED ACTION:
Adopt Resolution No. 2011-173 , accepting an in-kind donation of building supplies
totaling five hundred dollars ($500) in support of an Eagle Scout project at Leo Carrillo Ranch
Historic Park.
ITEM EXPLANATION:
Earlier this year, a new custom interpretive kiosk was completed at Leo Carrillo Ranch
Historic Park as part of an Eagle Scout project. The project was undertaken by Josh Hansen
from Boy Scout Troop 703.
Josh devoted 145 volunteer hours to the design and construction of the new kiosk which will
soon feature a full color interpretive panel highlighting the park's unique botanical collection
and Native American cultural plant resources. The project also included new native shrub
plantings that will be featured in a self-guided walking botanical tour of the park.
This important volunteer project exemplifies the city's continuing commitment to form
mutually beneficial partnerships with different community members and organizations. In
these economically challenging times, Josh and his team of supporters helped to make it
possible to expand the interpretive programming at the park so visitors may learn about the
park's many unique plants.
On May 16, 2011, The Parks & Recreation Commission voted unanimously to accept the
donation and recommended acceptance by the City Council.
FISCAL IMPACT:
The in-kind donation of building supplies represents a savings of $500 to the city's General
Fund.

ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

WHEREAS, the City Council wishes to accept in-kind donations, in support of

Josh Hansen's Eagle Scout Project at Leo Carrillo Ranch Historic Park; and

WHEREAS, the City Council wishes to acknowledge the support and

dedication of the volunteers that assisted in the completion of the project; and
10 WHEREAS, on May 16, 2011 the Parks & Recreation Commission received an
11 in-kind donation totaling $500 and voted unanimously to recommend acceptance by the
12 City Council;

14 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
15 Carlsbad, California, as follows that:

1. The above recitations are true and correct.

18 2. That the City Council does hereby accept the $500 in-kind donation of
19 building supplies.
