UTIL AWARD OF CONTRACT FOR THE CALAVERA HILLS WASTEWATER TREATMENT PLANT DEMOLITION PROJECT, PROJECT NO. 5507 DEPT. DIRECTOR CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 2011-200 accepting bids and awarding the contract to Sierra Pacific West for the Calavera Hills Wastewater Treatment Plant Demolition Project, Project No. 5507. ITEM EXPLANATION: The Calavera Hills Wastewater Treatment Plant was constructed in 1980 as a part of Carlsbad Tract No. 76-12 (Calavera Hills Development). It is located on the northwest side of Tamarack Avenue, between Pontiac Drive and Edinburgh Drive. The Treatment Plant was to be used once the City of Carlsbad's flow rate at the Encina Water Pollution Control Facility (EWPCF) reached 5.45 MGD. However, the EWPCF was subsequently expanded and the Calavera Hills Wastewater Treatment Plant was not placed in operation. In 1991, the Treatment Plant was removed from the City's Sewer Master Plan because the service area was annexed into the Encina Wastewater Authority Service Area. The site of the Treatment Plant sits in a valley and is only accessible from Tamarack Avenue. Over the years, the site has been utilized by different City Departments for storage and training. However, at this time only a small portion of the site is being utilized for utilities operations. The Wastewater Treatment Plant is not being utilized and the buildings and treatment facility have deteriorated. The site contains four buildings, several holding tanks, and two large aeration ditches that are partially filled with water, and are in declining condition. On September 28, 2009, City of Carlsbad staff discovered a sewer main spill at a manhole located in the vicinity of the abandoned Calavera Hills Wastewater Treatment Plant. Staff found a large amount of debris had been placed into the sewer main by vandals, causing the spill. Because of the facility location, it is often the subject of vandalism. Plans and specifications have been prepared to demolish the existing wastewater treatment improvements and remove all buildings. A small portion of the site will continue to be utilized for utilities operations, with the remaining site graded level and erosion control measures will be left in place. On May 24, 2011, the City Council adopted Resolution No. 2011-110 which approved the plans and specifications and authorized the advertisement for bids for the Calavera Hills Wastewater Treatment Plant Demolition Project, Project No. 5507. The Engineer's Estimate for the project was $250,000. Staff recommends awarding the construction contract to Sierra Pacific West in the amount of $190,500. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15268 - Ministerial projects. The Notice of Exemption was filed with the County Clerks Office fora 30-day public review period (January 14, 2011 - February 16, 2011). FISCAL IMPACT: The total estimated project cost is shown in Table 1. WHEREAS, the City Council of the City of Carlsbad, California, desires to remove all existing buildings, holding tanks, and large aeration ditches at the existing Calavera Hills Wastewater Treatment Plant, Project No. 5507; and 8 WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15268 - Ministerial projects; and WHEREAS, funding for said project has been previously appropriated from the Sewer Replacement Fund to cover estimated project costs, and; 12 WHEREAS, on May 24, 2011, the City Council adopted Resolution No. 2011-110, which 13 approved the plans and specifications and authorized the advertisement for bids for the 14 construction of the Calavera Hills Wastewater Treatment Plant Demolition Project, Project No. 15 5507; and 16 WHEREAS, six (6) sealed bids were received on August 2, 2011, by the City of Carlsbad for the construction of said project; and1 o 1Q WHEREAS, the lowest responsive and responsible bid to construct said project wasI y 20 submitted by Sierra Pacific West, in the amount of $190,500; and 22 WHEREAS, there are sufficient funds available to complete the project; and WHEREAS, subsection 3.28.040(C)(5) of the Carlsbad Municipal Code authorizes the 23 City Manager to approve change orders in the amount equal to the contingency set at the time of 24 project award. 25 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 25 California, as follows: 27 1. That the low bid of $190,500 submitted by Sierra Pacific West, for the construction of the Calavera Hills Wastewater Treatment Plant Demolition Project, Project No. 5507, is accepted and the Mayor is hereby authorized to execute a contract with New Century Construction, Inc. for the Sierra Pacific West, for the construction of the Calavera Hills Wastewater Treatment Plant Demolition Project, Project No. 5507. 3. That the City Manager is hereby authorized to approve construction change orders up to $25,000. 4. That the award of this contract is contingent upon the bidder submitting the lowest responsible bid executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution.
