PEM AUTHORIZING THE PURCHASE OF SEVEN REPLACEMENT POLICE PATROL SEDANS FROM BOB STALL CHEVROLET. DEPT DIRECTOXR^/7^/— CITY ATTORN EY (JJ& - CITY MANAGER (js RECOMMENDED ACTION: Adopt Resolution No. ,2011-201 police patrol sedans from Bob Stall Chevrolet. ITEM EXPLANATION: authorizing the purchase of seven (7) replacement Staff is requesting that seven (7) new Chevrolet Caprice police patrol sedans be purchased from Bob Stall Chevrolet of La Mesa, CA. These new units will replace vehicles that have met or exceeded the City's age and mileage requirements for vehicle replacement in the current fiscal year. These vehicles were included in the FY2011-12 Capital Outlay Budget, as adopted by Council on June 21, 2011. The Police Department had been using Ford Crown Victoria Sedans as their preferred patrol vehicle, but Ford no longer produces this sedan. After reviewing the market offerings, the Police Department, in coordination with Fleet Management, has determined that the Chevrolet Caprice Police Pursuit Vehicle is the best available vehicle for the City's operational needs. At the time of replacement, the replaced vehicles will be stripped of all reusable specialty equipment, retired from the fleet, and sent to auction. Section 3.28.100 of the Carlsbad Municipal Code allows the Purchasing Officer to purchase equipment directly from a vendor at a price established by another public agency when the other agency has made its purchase in a competitive manner. In January of 2011, the County of San Luis Obispo received 5 bids for 5 police patrol sedans. The lowest responsive bid of $27,668.64 plus sales tax per vehicle (base vehicle plus specifications), was submitted by Bob Stall Chevrolet of La Mesa. Bob Stall Chevrolet is offering the same contract pricing extended to the County of San Luis Obispo to the City of Carlsbad. Staff recommends ordering our vehicles with some options selected by San Luis Obispo County deleted. Our price per vehicle as specified is $29,030.39 including sales tax. The total cost for the purchase of the seven vehicles is estimated to be $203,213. ENVIRONMENTAL IMPACT: The proposed purchase of these sedans does not qualify as a "project" under the California Environmental Quality Act (CEQA) per Public Resources Code Section 21065 and State CEQA Guidelines Section 15378 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment and therefore does not require environmental review. Sufficient funds are available in the Fleet-Vehicle Replacement fund to fully-fund the purchase. The total estimated cost for the vehicles is $203,213. EXHIBITS: 1. Resolution No. 2011-201 authorizing the purchase of seven (7) replacement police patrol sedans from Bob Stall Chevrolet. /s 1 RESOLUTION NO. 2011-201 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, AUTHORIZING THE PURCHASE OF SEVEN (7) REPLACEMENT POLICE PATROL SEDANS FROM BOB STALL 4 CHEVROLET. 5 WHEREAS, $255,500 was previously appropriated to the Fiscal Year 2011-12 Vehicle 6 Replacement Budget for the purchase and outfitting of seven (7) replacement police patrol 7 sedans; and 8 WHEREAS, Fleet Management has reviewed the overall condition, maintenance history, 9 future maintenance needs, and determined it is in the best fiscal interest of the City to replace 10 seven (7) police patrol sedans; and 11 WHEREAS, Section 3.28.100 of the Carlsbad Municipal Code provides that the City may 12 purchase directly from a vendor at a price established by another agency when another agency 13 has made its purchase in a competitive manner; and 14 WHEREAS, the County of San Luis Obispo used formal bidding procedures to establish 15 the cost of procurement of police patrol sedans; and 16 WHEREAS, the City has procured a quote from Bob Stall Chevrolet to provide seven (7) 17 new police patrol units in accordance with the competitively bid purchase awarded by the County 18 of San Luis Obispo for a total estimated cost of $203,213. 19 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 20 California, as follows: 21 1. That the above recitations are true and correct. 22 2.
