RECOMMENDED ACTION:
Adopt Resolution No. 2011-204 approving out-of-state travel for the City Manager to attend the BIG
Ideas 2011: The Future of Local Government conference in Fort Collins, Colorado October 14 -
October 16, 2011.
ITEM EXPLANATION:
BIG Ideas is an invitation-only event that gathers progressive leaders to explore the future of
local government. Over the course of the two and a half day event, attendees discuss:
• What will the future of local government look like?
• Who should work for local government?
• What work will the individuals be doing?
• How will the individuals do their work?
• How to create a place for community?
Approximately 100 participants from think tanks, foundations, businesses, universities, public
interest groups and local governments will be in attendance. In groups, the participants will be
called upon to provide thought-provoking ideas around our changing society, critical and timely
issues, and to identify the innovations needed to better address these issues.
FISCAL IMPACT:
The cost to attend the conference will be approximately $1,050 which includes travel, lodging,
registration and meals. Funds are available in the City Manager department budget to cover
the estimated costs.

3 STATE TRAVEL FOR THE CITY MANAGER TO ATTEND

WHEREAS, the City Council concurs it is in the public interest to authorize out-

of-state travel for the City Manager to attend the Alliance for Innovation's BIG Ideas
2011: The Future of Local Government Conference October 14-16, 2011; and,
10 WHEREAS, funds are available in the FY 2011-2012 City Manager Department
11 budget; and,
12 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
13 Carlsbad, California, as follows:
14 1. That the above recitations are true and correct.

2. That permission is granted to the City Manager to travel out-of-state to attend the

Alliance for Innovation's BIG Ideas 2011: The Future of Local Government17
