DEPT. 20,685 9-27-11 POLICE AUTHORIZATION TO APPLY FOR OFFICE OF TRAFFIC SAFETY SOBRIETY CHECKPOINT MINI GRANT DEPT. HEAD <^f)^ CITYATTY. &<&- CITYMGR. 7^_- RECOMMENDED ACTION: City Council adopt Resolution No. 2011-224 authorizing the City Manager or designee to execute, in the name of the City of Carlsbad Police Department, all necessary forms for the purpose of applying for grant funding from the California Office of Traffic Safety to conduct two sobriety checkpoints. ITEM EXPLANATION: The California Office of Traffic Safety is accepting applications for their Sobriety Checkpoint Mini- Grant Program for Local Law Enforcement Agencies. The goal of this competitive grant is to reduce the number of people killed statewide in alcohol-related crashes. The mini-grant is available for overtime costs associated with conducted sobriety checkpoints during the two National Impaired Driving Campaign mobilization time periods: December 2011 and late Summer 2012. The grant will also reimburse agencies for checkpoint equipment purchases including traffic cones and portable lights. If approved, this would be the fourth time the City of Carlsbad Police Department has received this grant. FISCAL IMPACT: If approved, the City of Carlsbad Police Department will apply for all allowable overtime costs associated with conducting two sobriety checkpoints, as well as checkpoint equipment including traffic cones and portable lights. If the grant is awarded to the police department, all allowable costs are fully reimbursable. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. That the above recitations are true and correct. 19 2. That Council authorizes the submittal of this grant application. 20 3.
