DIRECTOR ^^ CITY ATTY. ,33^ CITY MGR. \jj^- RECOMMENDED ACTION: Adopt Resolution No.2011-235 accepting and appropriating San Diego Gas and Electric (SDG&E) SAFE San Diego Initiative grant program funds for Community Emergency Response Team program. ITEM EXPLANATION: On June 7, 2011, Council adopted Resolution No. 2011-118 authorizing Carlsbad Fire Department to apply for the FY 2011 San Diego Gas and Electric (SDG&E) SAFE San Diego Initiative grant program. On July 13, 2010, SDG&E confirmed an award of $2,500 for Carlsbad Community Emergency Response Team (CERT) (Exhibit 2), the full amount requested. The grant funds will be used to enhance Carlsbad's CERT program by funding the purchase of additional Federal code-compliant all-weather safety jackets. Recent changes in highway safety code requirements make purchasing Federal code-compliant safety jackets a high personal protective equipment priority. FISCAL IMPACT: The SDG&E grant award of $2,500 represents one-time funds. There is no matching fund requirement. There are no on-going costs associated with these purchases. Funds will be appropriated to the Fire Department Emergency Preparedness Program. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines Section 15378, this does not constitute a "project" within the meaning of CEQA and, therefore, does not require environmental review. WHEREAS, Council authorized the Fire Department to apply for the SDG&E 11 grant in the amount of $2,500 and SDG&E has confirmed approval of the Fire 12 Department's grant request. 13 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 14 Carlsbad, California, as follows that: 15 1. The above recitations are true and correct. 16 2. The SDG&E grant funds require no matching funds. 3. The Council authorizes the receipt of grant funds. 19 4. The Finance Director is authorized to appropriate the $2,500 SDG&E 20 CERT grant funds to the Fire Department Emergency Preparedness 71 Program. 22 5.
