RECOMMENDED ACTION:
Adopt Resolution No. 2011-236 accepting a grant of $1,904 from the San Diego
County Law Enforcement Foundation to the City of Carlsbad Police Department and
appropriating the funds to purchase life saving equipment.
ITEM EXPLANATION:
The San Diego County Law Enforcement Foundation offers grants for lifesaving
equipment to law enforcement agencies in San Diego County on an annual basis.
Carlsbad Police Department applied for a grant to purchase one portable automatic
external defibrillator (AED), including a weather-proof case, an extra battery, and pediatric
pads and key, which turns down the energy level when a child is involved. This AED will
be available to police personnel at city and community events.
The Carlsbad Police Department received a grant in the amount of $1,904 from the San
Diego County Law Enforcement Foundation. The funds will be utilized to purchase the
portable automatic external defibrillator (AED) described.
FISCAL IMPACT:
The total cost of a portable automatic external defibrillator (AED) is $1,904 which is fully
reimbursable by the San Diego County Law Enforcement Foundation Grant. There are no
on-going costs associated with this purchase. Staff requests that the City Council
appropriate the $1,904 grant for the planned expenditures.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a
"project" within the meaning of CEQA in that it has no potential to cause either a direct
physical change in the environment, or a reasonably foreseeable indirect physical change
in the environment, and therefore does not require environmental review.

WHEREAS, the San Diego County Law Enforcement Foundation offered a grant

of $1,904 to the City of Carlsbad Police Department to purchase life saving equipment;8
9 and
i A WHEREAS, it is the desire of the City of Carlsbad Police Department to use that1U
11 funding to purchase one portable automatic external defibrillator (AED); and
12 WHEREAS, the City Council wishes to accept the grant of $1,904 from the San
13 Diego County Law Enforcement Foundation; and
14 WHEREAS, the City Council wishes to acknowledge the generosity and support
of the San Diego County Law Enforcement Foundation; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1 „ 1. That the above recitations are true and correct.
20 2. That the City Council accepts the grant of $1,904 from the San Diego County
21 Law Enforcement Foundation to purchase life saving equipment for the Police
22 Department.
23 3. That the Finance Director is authorized to appropriate $1,904 to the Police

Department for said purchase.
