RECOMMENDED ACTION:
Adopt Resolution No. 2011-253 revising the compensation structure for the Carlsbad
Housing and Redevelopment Commission so that it is consistent with Health and Safety Code
section 34130.5.
ITEM EXPLANATION:
In 1989 the City Council set the compensation for the Carlsbad Housing and Redevelopment
Commission at $300 per month. California Health and Safety Code section 34130.5(c)
authorizes commission members of a joint housing and redevelopment commission to receive
up to $150 per meeting for a maximum of two meetings per month.
FISCAL IMPACT:
The maximum compensation to be paid to members of the Carlsbad Housing and
Redevelopment Commission will remain $300 per month if two meetings are held per month
and may decrease if less than two meetings are held in a given month.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

CARLSBAD, CALIFORNIA, REVISING THE
3 COMPENSATION STRUCTURE FOR THE HOUSING AND
4 REDEVELOPMENT COMMISSION

WHEREAS, on November 6, 1979, the City Council of the City of Carlsbad
6
adopted Ordinance No. 1223 which declared a need for a commission to function within
7
the City of Carlsbad as a redevelopment agency and a housing authority;8
WHEREAS, Ordinance No. 1223 established the Carlsbad Housing and
Redevelopment Commission in accordance with the authority provided to the City
11 Council by California Health and Safety Code section 34115;
12 WHEREAS, on January 24, 1989, the City Council set the compensation for
13 members of the Carlsbad Housing and Redevelopment Commission at $300 per month;
14 WHEREAS, the State Legislature has set a compensation amount for
commissions which function as both a housing commission and a redevelopment

commission in Health and Safety Code section 34130.5 and the City Council wishes to
17
revise the compensation structure of the Carlsbad Housing and Redevelopment
18
Commission to be consistent with Health and Safety Code section 34130.5;
20 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
21 Carlsbad, California, as follows that:
22 1. The above recitations are true and correct.
2. In accordance with Health and Safety Code section 34130.5,
24 compensation for the Carlsbad Housing and Redevelopment Commission
25
will be set at $150 per meeting for a maximum of two meetings per month.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 25th day of October, 2011, by the following vote to wit:
AYES: Council Members Hall, Blackburn, Douglas and Packard.
