DIRECTOR CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: That the City Council ADOPT Resolution No.2011-258 appointing a Planning Commissioner to serve on the Agricultural Conversion Mitigation Fee (ACMF) Ad Hoc Citizens Advisory Committee (Committee). ITEM EXPLANATION: At its October 5, 2011 meeting, the Planning Commission voted unanimously to recommend that the City Council appoint Commissioner Michael Schumacher to fill the Planning Commission member vacancy on the ACMF Committee. The ACMF Committee was established in April 2005 to review and make recommendations to the City Council regarding proposed expenditures from the Agricultural Conversion Mitigation Fee Fund. On July 28, 2009, the City Council adopted Resolution No. 2009-199, reappointing the then existing ACMF Committee members to serve an additional term ending August 2, 2013 or until all mitigation funds have been allocated, whichever occurs first. The ACMF Committee is comprised of seven Carlsbad residents (one member from the Planning Commission and six members at large). The ACMF Committee members reappointed in 2009 included Planning Commissioner Julie Baker, and members at large, Eric Larson, Ken Alfrey, Richard Erhardt, Hope Wrisley, Jackie Stone and Craig Elliott. Julie Baker's term on the Planning Commission expired in January 2011, thereby leaving the Committee's Planning Commissioner seat vacant. If appointed, Commissioner Schumacher will fill the vacancy left by former Commissioner Julie Baker. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15378, this action does not constitute a "project" within the meaning of CEQA and therefore, does not require environmental review. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of16 Carlsbad, California, as follows: 1. That the above recitations are true and correct.18 2.
