HEAD T-<KL CITY ATTY. g&r CITY MGR. ^ - RECOMMENDED ACTION: Adopt Resolution No. 2011-259 appointing one member to the Carlsbad Tourism Business Improvement District Advisory Board (CTBID) to serve a four year term. ITEM EXPLANATION: The term of Nancy Nayudu expires in November 2011. She was originally appointed by City Council in May 2009 to fill an unfilled vacancy for two years. Per City Council Resolution No. 2005-332, following the initial appointment and service of a Board Member to a two-year term, Council shall appoint a member to serve a four-year term. The Carlsbad Tourism Business Improvement District (CTBID) Advisory Board was established by the City Council in November, 2005. The purpose of the Advisory Board is to make recommendations to the City Council regarding expenditures for the programs and activities of the CTBID, to make recommendations to the City Council regarding the annual budget of the CTBID, and to provide end of year financial reports of CTBID operations as required by the City Council. In December 2006, Council amended the Carlsbad Municipal Code eliminating the residency requirement for this Board. Appointees, however, must be assessees of the District. NOTE: Members of the Carlsbad Tourism Business District Advisory Board are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15738, this action does not constitute a "project" within the meaning of CEQA and therefore, does not require additional environmental review.
