RECOMMENDED ACTION:
Adopt Resolution No. 2011-250 appointing one member to the Parks and Recreation
Commission.
ITEM EXPLANATION:
Commissioner Jim Farley has resigned from the Parks and Recreation Commission. Mr. Farley
was originally appointed to the Commission in September 2008. His term does not expire until
August 2012.
One appointment to the Parks and Recreation Commission is needed.
Applications to the Parks and Recreation Commission are on file in the Office of the City Clerk.
NOTE: Members of the Parks and Recreation Commission are subject to the provisions
of the Political Reform Act, and must file a Statement of Economic Interests.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15738, this
action does not constitute a "project" within the meaning of CEQA and therefore, does not require
additional environmental review.
EXHIBITS:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO
THE PARKS AND RECREATION COMMISSION.
Recreation Commission; and
WHEREAS, Mr. Farley was appointed to the Commission in 2008 and leaves a
term that expires in August 2012.
Carlsbad, California, as follows that:
1. The above recitations are true and correct.
Commission is accepted.
3. The following person is hereby appointed to serve as a member of the Parks

Re: Resignation - Carlsbad Parks and Recreation Commission
Dear Mayor Hall:
Thank you so much for the opportunity you provided me today to discuss with you my continued
service as a Commissioner on the Carlsbad Parks and Recreation Commission. I have been
honored and privileged to serve Carlsbad in this capacity and I remain grateful for the
opportunity that the Council has given me.
As I advised, due to the exigencies of my schedule, I have been unable to attend Commission
meetings on a consistent basis over the last several months. As I fully expect that my schedule
will be even more significantly impacted in the foreseeable future, I sincerely feel that it would
be in the best interests of the City and the Commission for me to resign my position effective
immediately. With the rich source of informed and engaged Carlsbad citizens available and
willing to serve, it is only appropriate that I step aside and make room for someone who will be
in a much better position to appropriately discharge the responsibilities of the position.
As I further advised, I have discussed this matter with Director Chris Hazeltine and he has been
fully apprised of my thoughts on this matter.
