APPOINTMENTS TO CDBG/HOME
FUNDING ADVISORY COMMITTEE

RECOMMENDED ACTION:
Adopt Resolution No. ?nii-984 , appointing members to the City's Community
Development Block Grant (CDBG) and Home Investment Partnership (HOME) Funding
Advisory Committee.
ITEM EXPLANATION:
The City receives federal funds to assist lower income families and individuals through the
CDBG and HOME Programs. The Citizen Participation Plan required for Carlsbad's
CDBG/HOME Program specifies the formation of a seven member Funding Advisory
Committee to make recommendations regarding funding allocations to the City Council. The
Mayor, subject to the majority concurrence of the City Council, appoints seven members to the
Committee with the following representation: one Housing Commissioner, one Planning
Commissioner, one Senior Commissioner, and four citizens-at-large, one from each quadrant
of the City.
The following Committee Members were appointed for two-year terms on January 11, 2011:
Plannning Commission
Northwest Quadrant
Southeast Quadrant
Southwest Quadrant
Julie Nygaard
Dawn Sheals
Joan Kindle
De'Ann Weimer
The Mayor has received the following recommendations for appointments to the Committee:
Housing Commission Emelda Bradwell
Senior Commission Joan Surridge
Northeast Quadrant Shaunee Williams
Staff recommends that Council adopt the attached Resolution appointing new Committee
Members as recommended above for two-year terms.
FISCAL IMPACT:
There is no fiscal impact to City funds when appointing Committee Members.

ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

CITY COUNCIL RESOLUTION NO. 2011-284
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING MEMBERS TO THE CITY OF CARLSBAD'S
COMMUNITY DEVELOPMENT BLOCK GRANT/HOME INVESTMENT
PARTNERSHIP FUNDING ADVISORY COMMITTEE.
WHEREAS, the Citizen Participation Plan for Carlsbad's Community Development
Block Grant (CDBG)/Home Investment Partnership (HOME) Program specifies the
formation of a seven member citizen advisory committee to make recommendations
regarding CDBG funding allocations to the City Council; and
WHEREAS, the Citizen Participation Plan further specifies that the City Council
shall appoint seven members to the CDBG Funding Advisory Committee with the following
representation: one Housing Commissioner, one Planning Commissioner, one Senior
13 Commissioner, and four citizens-at-large (one from each City Quadrant); and
14 WHEREAS, the City Council appointed Julie Nygaard, Dawn Sheals, Joan Kindle
and De'Ann Weimer to the Advisory Committee for two-year terms on January 11, 2011,
and all other Advisory Committee Members from the 2011-2012 Program Year have
completed their two-year terms.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the Mayor, with the approval of the City Council pursuant to CMC
Section 2.06.070, appoints the following members to the Advisory Committee for two year
terms:
Senior Commission Representative Joan Surridge
Housing Commission Representative Emelda Bradwell
Northeast Quadrant Representative Shaunee Williams

AYES: Council Members Hall, Kulchin, Blackburn and Packard.
NOES: None.
