2012 CONCRETE REPLACEMENT

RECOMMENDED ACTION:
Adopt Resolution No. 2012-005 authorizing the City Clerk to advertise for bids for the
2012 Concrete Replacement Project Nos. 6013 & 6021.
ITEM EXPLANATION:
As part of the City of Carlsbad's annual Concrete Replacement Program, staff has assessed
deterioration, cracking, and uplifting of concrete that needs improvements within the public right-of-
way. A list of locations was produced to identify the curbs, gutters, sidewalks, curb ramps, and
driveway approaches in need of replacement.
Staff recommends approving the project and authorizing the City Clerk to advertise for bids for the
construction ofthe 2012 Concrete Replacement Project Nos. 6013 & 6021.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities including streets, sidewalks,
gutters, and similar facilities involving negligible or no expansion.
FISCAL IMPACT:
The total estimated cost is $477,750 for the 2012 Concrete Replacement Project, as shown in the
table below.

Funding for the 2012 Concrete Replacement Project will come from the Concrete Repair Program
(Project No. 6013) and Concrete Repair Work (Project No. 6021). Both projects are funded with Gas
Tax funds. In an effort to close out the Concrete Repair Work (Project No. 6021), the remaining
balance in this project will be used up first. Approximately $227,000 of the estimated project cost will
be used from the Concrete Repair Work Project No. 6021 and approximately $250,750 will be used
from the Concrete Repair Program Project No. 6013.

As shown in the table above, sufficient Gas Tax funds are available to complete the 2012 Concrete
Replacement Project Nos. 6013 & 6021. Remaining appropriations will be carried fonvard for future
concrete replacement projects.
EXHIBITS:

WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to replace damaged concrete in accordance with
the City of Carlsbad's ongoing Concrete Replacement Program; and
WHEREAS, the contract and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the 2012 Concrete
Replacement Project Nos. 6013 & 6021, have been prepared and are on file in the Transportation
Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA)
per State CEQA Guidelines Section 15301(c); and
WHEREAS, sufficient funds are available for completion of the concrete repairs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the specifications and contract documents for the 2012 Concrete
Replacement Project Nos. 6013 & 6021 are on file in the Transportation Department of the City of
Carlsbad and are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
the 2012 Concrete Replacement Project Nos. 6013 & 6021, in accordance with the specifications
and contract documents referred to herein.
