RECOMMENDED ACTION:
Adopt Resolution _^amending the City's California Public Employees' Retirement
System (CalPERS) Employer Paid Member Contribution for police management safety
employees.
ITEM EXPLANATION:
On December 13, 2011, representatives ofthe City and the Carlsbad Police Management
Association (CPMA) reached an agreement regarding wages, hours and other terms and
conditions of employment for represented employees, which included the following provision:
• RETIREMENT: The Empioyer Paid Member Contribution (EPMC) associated with the
CalPERS retirement benefit decreased from 8% to 3.5% for all employees represented
by the CPMA effective December 26, 2011. This necessitates amending the resolution
with the California Public Employees' Retirement System (CalPERS) regarding the
City's Employer Paid Member Contribution.
FISCAL IMPACT:
The reduction ofthe CalPERS Employer Paid Member Contribution from 8% to 3.5% will
save the City approximately $65,000 per year.
ENVIRONMENTAL IMPACT:
The proposed action does not qualify as a "project" under the California Environmental
Quality Act (CEQA) per State CEQA Guidelines Section 15378 as it does not result in a direct
or reasonably foreseeable indirect physical change in the environment.

RESOLUTION NO. 2012-010
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CITY'S
CALPERS EMPLOYER PAID MEMBER CONTRIBUTION
FOR EMPLOYEES REPRESENTED BY THE CARLSBAD
POLICE MANAGEMENT ASSOCIATION (CPMA)
WHEREAS, the City Council ofthe City of Carlsbad has the authority to
implement the provisions of Government Code Section 20691; and
WHEREAS, the terms and conditions of employment for employees represented
by the Carlsbad Police Management Association (CPMA) are outlined in the
Memorandum of Understanding between the City of Carlsbad and the CPMA, which
specifically provides for a portion ofthe normal member contributions to be paid by the
City; and
WHEREAS, the City Council intends to change the contribution percentages to
decrease the Employer Paid Member Contribution (EPMC) paid by the City; and
WHEREAS, the City Council has identified the conditions described below for
reduction of the EPMC.
• This benefit shall apply to all employees in the following employee groups and
this benefit shall consist of the City paying the related percentage of the normal
member contributions as EPMC as noted:

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Carlsbad as follows:
1. That the above recitations are true and correct.
