STREET TO THE STATE OF CALIFORNIA,
DEPARTMENT OF TRANSPORTATION CITY MANAGER
RECOMMENDED ACTION:
Adopt Resolution No, 2012-012 approving the submittal of a functional classification change
for Monroe Street, from Carlsbad Village Drive to Park Drive, to the State of California, Department of
Transportation.
ITEM EXPLANATION:
This portion of Monroe Street is unclassified in the Circulation Element of the General Plan but
functions as a local street. The majority of the street is 40 feet wide curb-to-curb and features curb,
gutter, sidewalk on both sides of the street. The portion of Monroe Street from Carlsbad Village Drive
to approximately 550 feet south of Carlsbad Village Drive is 48 feet wide curb-to-curb. The portion of
Monroe Street from Park Drive to approximately 425 feet north of Park Drive is unimproved on the
east side and is approximately 34 feet wide. Adjacent land use along this portion of Monroe Street is
primarily single-family residential, Carlsbad High School is located on the west side of Monroe Street
between Basswood Avenue and Chestnut Avenue,
The posted speed limit on this portion of Monroe Street is 25 miles per hour. The California Vehicle
Code requires the residential street prima facie posted speed be limited to roadways that are 40 feet
in width or less OR have the functional classification of a local street as stated in Section 40802(b)(1)
of the CVC, As a result, the Police Department has determined that the portion of Monroe Street that
is wider than 40 feet (to accommodate a northbound left turn lane at Carlsbad Village Drive) is not
enforceable. In order to enable our Police Department to legally enforce the posted 25 mile per hour
speed limit on Monroe Street and create a consistent speed limit of 25 miles per hour for the entire
length of Monroe Street from Carlsbad Village Drive to Park Drive, staff is recommending that the City
of Carlsbad submit a functional classification change for Monroe Street to the California Department
of Transportation, which would change this portion of Monroe Street from its current functional
classification of a collector street to a local street,
FISCAL IMPACT:
None,
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and therefore
does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

6 WHEREAS, a portion of Monroe Street from Carlsbad Village Drive to 550 feet south of
7 Carlsbad Village Drive is 48 feet wide; and
8 WHEREAS, the California Vehicle Code allows radar enforcement of a 25 mph street on
9 streets 40 feet or narrower or if that street is functionally classified as a local road on the
"IO California Road System Maps approved by the Federal Highway Administration; and
11 WHEREAS, the City Council of the City of Carlsbad is responsible for initiating requests
^ 2 for changes to the functional classification of streets and roads under their jurisdiction; and
"IS WHEREAS, said functional classification change, as presented in Exhibit A has been
reviewed and examined by the City Council; and
''S WHEREAS, the City Council of the City of Carlsbad authorizes the request to change
the functional classification of Monroe Street, from Carlsbad Village Drive to Park Drive, from a
collector to a local road to better reflect its use; and
WHEREAS, the City Council desires that the Police Department enforce as necessary
the posted 25 mph speed zone on Monroe Street from Carlsbad Village Drive to Park Drive,
including the portion of Monroe Street from Carlsbad Village Drive to 550 feet south of Carlsbad
Village Drive that is 48 feet wide upon the functional classification change; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1, That the above recitations are true and correct,
2, That the submittal of a functional classification change for Monroe Street, from
Carlsbad Village Drive to Park Drive, is hereby approved,
