DEPT. 20.789 1/24/12 Police REQUEST FOR OUT-OF-STATE TRAVEL TO ATTEND CALIFORNIA HOMICIDE INVESTIGATORS ASSOCIATION CONFERENCE DEPT. DIRECTOR CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2012-018 approving an out-of-state travel request from the police department to attend the annual California Homicide Investigators Association (CHIA) conference. The conference will be held in Las Vegas, Nevada, March 6-9, 2012. ITEM EXPLANATION: One of the most critical tasks in iaw enforcement involves the investigation of homicides. While the success of these investigations requires extensive training and proper equipment, success also requires sound decision making from the moment the police are involved to the weeks of continued investigation leading up to the prosecution ofthe case. The CHIA conference covers current case presentations studies, homicide investigative techniques, legal updates, intelligence sharing, forensic application to cases, case management procedures, the latest investigative technologies, and death and DNA solving death cases from the grave. FISCAL IMPACT: When the FY 2011-12 police budget was developed, the location of this conference had not been determined. The CHIA Board elected to host the conference in Las Vegas, where the cost of hotels and meeting space is significantly less than in California. The move to Nevada was to help police agencies lower the cost to send detectives as well as to keep the registration cost low. The cost to attend the conference for two people is approximately $1,400. Funds are available in the Police Department budget to cover all estimated costs. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
