DEPT. 20.792 1/24/12 P&R DEMOLITION OF CITY OWNED HOUSE AT 3380 MADISON STREET DEPT. DIRECTOR CITY ATTORNEY CITY MANAGER j^. RECOMMENDED ACTION: Adopt Resolution No. 2012-021 directing staff to proceed with demolition of a single family house owned by the City of Carlsbad, and located at 3380 Madison Street. ITEM EXPLANATION: This house sits on one of six parcels purchased between 2001 and 2005 for the future expansion of Pine Avenue Park. The permanent expansion of Pine Avenue Park is currently listed in the Capital Improvement Program as unfunded and no time frame for its development has been established. In November 2011, the City completed a beautification project by removing old foundations and planting perimeter landscaping around 5 of the 6 lots acquired. The landscape at 3380 was left unimproved pending the final disposition of the house. All the houses on the other 5 parcels were demolished shortly after they were acquired. This house was not demolished due to its relatively good condition at the time. Since its purchase the house has been used for storage of recreation event items. Recently, staff evaluated 3 possible scenarios for disposition of the house: 1. Rental as a residential unit (on an interim basis prior to development of the park) 2. Conversion to community conference rooms (on an interim basis prior to development of the park) 3. Demolition Residential Rental Based on staff analysis, in order to make the house suitable for renting, repairs are expected to cost approximately $30,000. There is substantial amount of damage to exterior wood, carpet, paint, cabinets, stove, garage door, and rear sliding glass door, etc. Based on current rental rates for similar houses in the neighborhood, staff believes that the property could generate $2,000 per month (gross) in revenue. Return on investment from rent would take approximately 15 months to recover the projected capital expenses. This does not take into consideration unanticipated additional repairs or loss of revenue due to vacancy. Conversion to Community Conference Rooms From a land use perspective, changing the use to allow for community use rental space would require processing a General Plan Amendment, Zone Change, and Conditional Use Permit process. Additionally, changing the use to community rooms would require significant structural alterations in addition to those mentioned above under "Residential Rental". Based on the initial assessment, converting the house and property to serve as community rooms is projected to cost a minimum of $50,000. This is in addition to the $30,000 highlighted above in the residential property scenario. Once design plans and furnishings are included, staff anticipates the total conversion cost to be in excess of $100,000. Demolition Parks and Recreation staff, with input from the Police Department and Property and Environmental Management is recommending demolition of the house structure for the following reasons: 1. It is an "attractive" nuisance and has the potential of becoming a dangerous place due to loitering and other undesirable activities. 2. It is not needed for storage as recreation event items could be easily relocated. 3. It is not needed for community conference rooms due to the proximity to the Senior Center and Harding Community Center. 4. Removal of the structure would allow the entire block to be free from structures and allow uninterrupted open space with a continuance of the newly completed landscape perimeter around the rest of the properties. FISCAL IMPACT: The work will be done in-house. The demolition portion will be accomplished by the Property and Environmental Management Department at an estimated cost of $5,000 (dumping and equipment rentals) and the Parks and Recreation Department will perform regrading, installation of bark chip mulch, and supplemental landscaping at an estimated cost of $3,000. The work will be done within the existing department's budgets. ENVIRONMENTAL IMPACT: The City Planner has determined this project is exempt from the requirements of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(1), demolition and removal of individual small structures, including a single family home. Location Map 1 RESOLUTION NO. 2012-021 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD DIRECTING STAFF TO DEMOLISH THE CITY OWNED HOUSE AT 3380 MADISON STREET WHEREAS, the house at 3380 Madison sits on one of six parcels acquired for future expansion of Pine Avenue Park and would eventually need to be removed for the park development; and WHEREAS, staff has analyzed uses for the building and determined there is no viable interim use for the house due to repairs that would need to be made and permits that would need to be processed; and WHEREAS, The Carlsbad Police Department has rendered the opinion that the house is an attractive nuisance and has the potential of becoming a dangerous place due to loitering and other undesirable activities; and WHEREAS, funds are available in the Parks and Recreation and Property and Environmental Management Departments operating budgets to cover the cost of the demolition. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 29 Carlsbad, California as follows: 1. That the above recitations are true and correct. 20 21 2.
