RECOMMENDED ACTION:
Adopt Resolution No. 2012-027 approving plans and specifications and authorizing
the City Clerk to advertise for bids for the construction of the traffic signal at El Fuerte Street and
Loker Avenue, Project No. 6324-1.
ITEM EXPLANATION:
The City of Carlsbad Traffic Signal Evaluation Policy is prepared bi-annually. This policy is used to
identify and evaluate future traffic signal locations in the city and is based on the State of California
Department of Transportation criteria known as the California Manual on Uniform Traffic Control
Devices Traffic Signal Warrants. The intersection of El Fuerte Street and Loker Avenue was analyzed
for the upcoming 2012 Traffic Signal Evaluation Policy. Although the intersection did not technically
meet any of the eight traffic signal warrants, there were five reported traffic collisions within a 12
month period (December 2009 through December 2010) of a type susceptible to correction by a traffic
signal, which indicated a need for a traffic signal at this intersection. Based on this finding, staff
submitted this project as a Capital Improvement project and this project was included in the approved
Capital Improvement Program for 2010/2011 for design and construction. Plans and specifications to
construct the traffic signal at the intersection of El Fuerte Street and Loker Avenue have been
completed.
ENVIRONMENTAL IMPACT:
The project is exempt from the provisions of the California Environmental Quality Act (CEQA),
pursuant to CEQA Categorical Exemption Section 15301(C) "Existing Facilities," - Existing highways
and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road
grading for the purpose of public safety). No environmental review is required for the project.
FISCAL IMPACT:
This project is funded by the Gas Tax Fund. Sufficient funds are currently available to complete
this project as shown in the table below. The estimated funds needed to complete the project are
$182,116. The project cost breakdown is as follows:
Design/Administration $5,866
Engineer's Estimate for Construction $150,000
Construction, Inspection, & Administration (7.5%) $11,250
Construction Contingencies (10%) $15,000
TOTAL ESTIMATED PROJECT COST $182,116
TOTAL CURRENTLY AVAILABLE FOR THIS PROJECT $204,134

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
4 ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE EL
FUERTE STREET AND LOKER AVENUE TRAFFIC SIGNAL,
5 PROJECT NO. 6324-1.
6 WHEREAS, the City Council of the City of Carlsbad, California, has determined it
7 necessary, desirable, and in the public interest to construct a traffic signal at the intersection of El
8 Fuerte Street and Loker Avenue; and
9 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
10 equipment, transportation, and other expenses necessary or incidental of said project have been
11 prepared and are on file in the Transportation Department of the City of Carlsbad and are
12 incorporated by reference herein; and
13 WHEREAS, said project was included in the 2010/2011 Capital Improvement Program;
and
1 ^ WHEREAS, the Gas Tax Fund includes sufficient funds to construct this project.
"•^ NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
^ ^ 1. That the above recitations are true and correct.
1^ 2. That the plans, specifications and contract documents on file in the
Transportation Department ofthe City ofCarlsbad are hereby approved.
2^ 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
the El Fuerte Street and Loker Avenue Traffic Signal, Project No. 6324-1, in accordance with the
plans, specifications, and contract documents referred to herein.
