RECOMMENDED ACTION:
City Council adopt Resolution No. 2012-041 accepting the Department of Alcoholic Beverage
Control's Minor Decoy/Shoulder Tap Grant Project, funded by the California Office of Traffic
Safety through the National Highway Traffic Safety Administration, and appropriating funds to
conduct minor decoy and shoulder tap operations the City of Carisbad.
ITEM EXPLANATION:
The Department of Alcoholic Beverage Control has approved Carisbad's application for their
Minor Decoy/Shoulder Tap Grant Project. The goal of this grant is to reduce underage drinking
and the resultant DUI driving injuries and fatalities, and/or property damages, and reduce youth
access to alcoholic beverages through enforcement intervention. The grant funds overtime costs
to minor decoy and shoulder tap operations during the operating grant period from February 1,
2012 through June 30, 2012. The cost is $7,500.
FISCAL IMPACT:
The total cost for minor decoy and shoulder tap operations is $7,500 and is fully reimbursable by
the Department of Alcoholic Beverage Control's Minor Decoy/Shoulder Tap Grant Project. There
are no on-going costs associated with this purchase. Staff requests that the City Council
appropriate the $7,500 grant for the planned expenditures.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

WHEREAS, the Department of Alcoholic Beverage Control, funded by the

12 WHEREAS, the goal of this competitive grant is to reduce underage drinking and
1^ reduce youth access to alcoholic beverages through enforcement intervention; and
WHEREAS, it is the desire of Carisbad Police Department to participate in this
program to help reduce underage drinking; and
WHEREAS, all overtime costs related to the minor decoy and shoulder tap
operations are fully reimbursable through the Department of Alcoholic Beverage Control
Minor Decoy/Shoulder Tap Grant Program, funded by the California Office of Traffic

21 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

2. That the Police Chief is authorized to execute all appropriate agreements with

the Department of Alcoholic Beverage Control for receipt ofthe subject grant

funds, as well as any required reports and/or final statements.
