RECOMMENDED ACTION:
Adopt resolution No. 2012-048 approving out-of-state travel for the Housing &
Neighborhood Services Director to attend the 3/^ annual Neighborhoods, USA (NUSA)
conference in Indianapolis, IN, May 23 - 26, 2012.
ITEM EXPLANATION:
With the realignment of city services to meet current needs within Carisbad, an emphasis has
been placed on our existing neighborhoods and efforts to improve the quality of life in Carisbad
and sense of community. Neighborhoods, USA is hosting a conference in May, 2012 that
gathers representatives from vibrant cities throughout the nation to meet and discuss the great
projects and programs that are working to improve neighborhoods. The conference theme is
Communities Building Community. There are eight primary learning tracks:
Building communities from the inside out
Inclusive communities
Youth creating a nation they will inherit
Community leadership
Collaboration
Effective communication
Telling the story of your success
Well-being and healthy living
A new addition to this year's conference is a workshop that focuses on implementation of
leadership in the community through young adults. This is very timely, and a strategy that the
City Council identified as very important in their most recent goal setting workshop. Staff
believes it would be beneficial to learn from others that have been doing this work for many
years, and is excited to return with some new ideas and strategies to implement in Carisbad to
assist our neighborhoods. An estimated 800 practitioners from municipalities across the country
will be in attendance to share their ideas, participate in discussions, and develop working
partnerships. This is one ofthe few conferences/educational forums held to discuss
neighborhood services and related improvements, and it is considered the best by practitioners
in this field of work.

FISCAL IMPACT:
The total estimated cost to attend the conference is $1,200, which includes travel, lodging,
registration, and meals forthe conference. Funds are available in the Housing & Neighborhood
Services department budget to cover all the estimated costs.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

WHEREAS, the City Council concurs it is in the public interest to authorize out-
of-state travel for the Housing and Neighborhood Services Director to attend the
Neighborhoods, USA conference May 23 - 26, 2012; and
WHEREAS, adequate funds are available in the FY 2011-2012 Housing and
11 Neighborhood Services department budget for this travel and conference; and
12 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
1^ Carisbad, California, as follows that:
1. The above recitations are true and correct.
2. That permission is granted to the Housing and Neighborhood Services
Director to travel out-of-state to attend the Neighborhoods, USA
conference in May, 2012.
