RECOMMENDED ACTION:
Adopt Resolution No. ^ 2012-052 accepting the funding recommendations by the
Community Activity Grants Citizen Review Committee and disbursement of funds to the
identified organizations.
ITEM EXPLANATION:
Underthe guidelines established in Council Policy No. 51, a seven-member Citizen Review
Committee was appointed by the City Councii to review the FY 2011-12 Community Activity
Grant applications and formulate funding recommendations to the City Council. These
guidelines specify that a citizen review panel be assembled consisting ofthe following
community members: one representative from each quadrant ofthe City, one Senior
Commission member, one Library Board of Trustees member, and one Parks & Recreation
Commission member.
The grant applications were due to the Housing & Neighborhood Services Department by
October 28, 2011. Through the annual budget process, a total of $50,000 was made available
to the community for enrichment programs, and a total of nine (9) grant applications were
received by the City with funding requests totaling approximately $94,660. The Citizen Review
Committee met during the months of January and February, reviewed the grant applications
and evaluated the requests based on level of enrichment, organization experience, and scope
of projects. As a result of their review and evaluation, the Citizen Review Committee decided to
recommend funding for six (6) of the nine (9) requests that best met the Community Activity
Grant criterion, for a total of $35,140. Staff is recommending that the remaining balance of
$14,860 be carried forward to the FY 2012-13 budget year.
Exhibit 2 summarizes the grant requests and the Citizen Review Committee's
recommendations for funding.
FISCAL IMPACT:
The FY 2011-12 operating budget contains an appropriation of $50,000 for Community Activity
Grants. No further appropriation is required, and there is no additional fiscal impact.

Re: Community Activity Grants, funding history
The Community Funding Program, referenced in City Councii Policy 51, provides a financing tool
for the City Council to fund various community activities with General Fund monies. In prior
years, the city has chosen to assist in funding an assortment of programs that enrich Carlsbad
residents and visitors, and/or assist in enhancing the quality of lives residents. Under the
Community Funding Program, there are three unique grant programs:
- Community Activity Grants
- Special Event Grants
- Winning Teams Grants
Per City Council Policy 51, the intent of Community Activity Grants are to provide funding for
enrichment programs for the community and/or for physical or other neighborhood
enhancements within Carlsbad, with the exception ofthe following: 1) social service programs,
2) programs sponsored by educational institutions, and 3) programs which conflict or are in
direct competition with city programs.
Per your request, approved funding commitments since FY 2005-06 have been attached for
information purposes only. It should be noted that the administration of Community Activity
Grants has been managed by several different staff members; therefore the formatting is
slightly varied however the information given has remained constant.

of bringing the neighborhood tour to ArtSplash 2006.
Special Olympics Food and Whale Watching 5,000
The Optimist club of Carlsbad is a volunteer sen/ice organization engaged
in benefiting the youth of society. Grant request is to assist in funding
two of their programs: Food for the Special Olympics North County
games, and Whale Watching trip for Cartsbad 6th graders.
Classic Youth Theatre 10,000
Classic Youth Theatre was founded in Carlsbad in 2005 to provide a
classic theatrical experience for the enrichment of North County youth
at no cost to the participating production team. Grant request is to help
fund the costs of 4 productions to be held during the next year.
Sunday Surf Music Concert Series 6,480
Building on a successful August 2005 Suri Sounds concerts held in the
fountain courtyard at the Neiman's Shopping Center on Sunday afternoons,
the Califomia Surf Museum is requesting a grant to do that again in August
2006 as well as expand their history of surfing In Carlsbad exhibits.
Traveling Trunk Historv Show 2,500
Grant request Is for funding to put together a 'traveling trunk history show"
to be taken to all of the 3rd grade classrooms in the City of Carlsbad. It wili
cover the periods from 20,000 BC to 1896. Included will be posters of
pictures, timelines, and other real objects/artifacts to be displayed and
discussed with the students.

Carisbad Magazine Is a 100-page, four-color, glossy magazine that
celebrates the interesting people, places, and things In Carisbad. Grant
request is to fund an additional 2,500 copies of each issue (6 issues) for

area at the intersectton of Rne and Cartsbad Blvd. The CVBA wouM
like to expand the program to include other local artist teaching other
art fonns. The funding would be used to provide supplies so that the
activity can remain free to the public.
Blast to the Past in the vaiaae
A 50's/60's themed event which will Include a Hot Rod car show
and Beach Party movies at the Carisbad Theater. The program intends to
draw Cartsbad citizens and visitors into the Village and the funding will be
used to promote the event and secure entertainment.
