CONSTRUCTION OF THE INSTALLATION OF
AUDIBLE PEDESTRIAN AND COUNTDOWN
PEDESTRIAN SIGNALS, PROJECT NO. 6321-1

RECOMMENDED ACTION:
Adopt Resolution No. 2012-056 accepting the contract for construction of the Installation of
Audible Pedestrian and Countdown Pedestrian Signals, Project No. 6321-1 as complete, and directing
the City Clerk to record a Notice of Completion and release bonds in accordance with State Law and
City Ordinances.
ITEM EXPLANATION:
On Feb. 22, 2011 the City of Carisbad awarded a contract to Traffic Development Services, Inc. in the
amount of $152,059 for the construction of the Installation of Audible Pedestrian and Countdown
Pedestrian Signals, Project No. 6321-1.
Traffic Development Services, Inc. completed the contract on Jan. 30, 2012. City staff has inspected
the work and found it to be satisfactory. Staff recommends acceptance of the improvements by the
City Council.
ENVIRONMENTAL IMPACT:
The approval of a Notice of Completion is a ministerial process and is exempt from the requirements
of the California Environmental Quality Act (CEQA) pursuant to Carisbad Municipal Code Section
19.040.070 A.l.a.

17 3. The City Clerk of the City of Carisbad is hereby authorized and directed to
18 execute and record the Notice of Completion for the Installation of Audible Pedestrian and
19 Countdown Pedestrian Signals, Project No. 6321-1.

WHEREAS, the construction of the Installation of Audible Pedestrian and Countdown
Pedestrian Signals, Project No. 6321-1, has been completed to the City's satisfaction by Traffic
Development Services, Inc. on Jan. 30, 2012; and
WHEREAS, the formal project Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the Installation of Audible Pedestrian and Countdown Pedestrian Signals,
specifically identified as Project No. 6321-1, is deemed complete and is hereby accepted by the

Lisa,
The pedestrian push button control units that were specified in the contract were not equipped for a two-wire system,
which is what we have in Carisbad. They required a three wire system in order to function without interrupting the
signal between the signal and the controller cabinet. As a result, we had to do one of two things: install a third wire at
each location or install a confiict monitor at each controller. The cost to install a third wire would have been cost
prohibitive so Traffic Engineering recommended the purchase and installation ofthe confiict monitors which were paid
for out of the contingency budget,
