TRAN NOTICE OF COMPLETION OF CONTRACT FOR CONSTRUCTION OF THE INSTALLATION OF AUDIBLE PEDESTRIAN AND COUNTDOWN PEDESTRIAN SIGNALS, PROJECT NO. 6321-1 DEPT. DIRECTO CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 2012-056 accepting the contract for construction of the Installation of Audible Pedestrian and Countdown Pedestrian Signals, Project No. 6321-1 as complete, and directing the City Clerk to record a Notice of Completion and release bonds in accordance with State Law and City Ordinances. ITEM EXPLANATION: On Feb. 22, 2011 the City of Carisbad awarded a contract to Traffic Development Services, Inc. in the amount of $152,059 for the construction of the Installation of Audible Pedestrian and Countdown Pedestrian Signals, Project No. 6321-1. Traffic Development Services, Inc. completed the contract on Jan. 30, 2012. City staff has inspected the work and found it to be satisfactory. Staff recommends acceptance of the improvements by the City Council. ENVIRONMENTAL IMPACT: The approval of a Notice of Completion is a ministerial process and is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Carisbad Municipal Code Section 19.040.070 A.l.a. FISCAL IMPACT: INSTALLATION OF AUDIBLE PEDESTRIAND AND COUNTDOWN PEDESTRIAN SIGNALS, PROJECT NO. 6321-1 (TRAFFIC DEVELOPMENT SERVICES, INC.) They required a three wire system in order to function without interrupting the signal between the signal and the controller cabinet. As a result, we had to do one of two things: install a third wire at each location or install a confiict monitor at each controller.
