TRAN APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR CONSTRUCTION OF THE 2012 PAVEMENT OVERLAY PROJECT NO. 6001-12-OL CITY IVIANAGER RECOMMENDED ACTION: Adopt Resolution No. 2012-074 approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of the 2012 Pavement Overiay Project No. 6001-12-OL ITEM EXPLANATION: The 2012 Pavement Overiay Project is part ofthe City of Carisbad's ongoing Pavement Management Program. This project will resurface portions of Carisbad Boulevard, Carisbad Village Drive, Grand Avenue, and El Camino Real (see Location Map) by applying a rubberized asphalt concrete layer over the exisfing roadway. Staff recommends approving the project and authorizing the City Clerk to advertise for bids for the construction ofthe 2012 Pavement Overiay Project No. 6001-12-OL. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar facilifies involving negligible or no expansion. The Pavement Management Program funds consist of non-jurisdictional fees (generated from trash haulers), TransNet-Local funds available for drawdown from SANDAG, and Gas Tax funds. WHEREAS, the City Council of the City of Carisbad, California, has determined it necessary, desirable, and in the public interest to rehabilitate various roadways as part of the City of Carisbad's ongoing Pavement Management Program; and WHEREAS, the plans and specificafions for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to the 2012 Pavement Overiay Project No. 6001-12-OL, have been prepared and are on file in the Transportation Department of the City of Carisbad and are incorporated herein by reference; and WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301 (c); and WHEREAS, sufficient funds are available in the Pavement Management Program account number 6001 in orderto complete this project; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad. California, as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications, and contract documents for the 2012 Pavement Overiay Project No. 6001-12-OL, on file in the Transportation Department of the City of Carisbad are hereby approved. 3.
