RECOMMENDED ACTION:
Adopt Ordinance No. CS-176. amending Title 10, Chapter 10.28 of the Carlsbad Municipal
Code to require stops on Lincoln Avenue at its intersection with Pine Avenue, Garfield Street at
its intersection with Chestnut Avenue, and Garfield Street at its intersection with Juniper
Avenue.
Ordinance No. CS-176 was introduced and first read at the City Council meeting held on March
27, 2012. The second reading allows the City Council to adopt the ordinance which will
become effective thirty days after adoption. The City Clerk's Office will have the ordinance
published within fifteen days, if adopted.
FJSCAL IMPACT:

ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has not potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

ORDINANCE NO. CS-176
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE
STOPS ON LINCOLN AVENUE AT ITS INTERSECTION WITH
PINE AVENUE, TO REQUIRE STOPS ON GARFIELD STREET AT
ITS INTERSECTION WITH CHESTNUT AVENUE, AND TO
REQUIRE STOPS ON GARFIELD STREET AT ITS
INTERSECTION WITH JUNIPER AVENUE.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the addition of Section 10.28.971 to read as follows:
"10.28.971 -- Lincoln Street. Drivers shall stop where the following
described street intersects Lincoln Street:
Pine Avenue."
SECTION 2: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is annended
by the addition of Section 10.28.972 to read as follows:
"10.28.971 - Garfield Street. Drivers shall stop where the following
described street intersects Garfield Street:
Chestnut Avenue
Juniper Avenue."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the City Clerk shall certify the adoption ofthis ordinance and cause it to be published at least once in
a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.

Subject: Please consider a Stop Sign for Crosswalk at Paseo Aliso and Via Adelfa
Dear Council Members,
We are writing this email because we feel in strong favor of putting in a stop sign for the crosswalk at Paseo
Aliso and Via Adelfa.
We are residents of La Costa Valley. In addition, our son is enrolled in kindergarten at El Camino Creek
Elementary with another son who will attend ECC in a year.
My husband is a firefighter who has seen numerous accidents which invovled children getting hit by cars. At
times, kids can escape their parents watch in a matter of a second and the children are very difficult to be seen
by an oncoming vehichle.
As parents, who walk our children to school, we have wittnessed first hand the distracted drivers coming up and
down the street. On occasion, we have seen near accidents by drivers. We are extremely cautious when
crossing the street with our children and would be very much in favor of implementing a stop sign to ensure that
the street is safe for our children and other children going to and from school.
