RECOMMENDED ACTION:
Adopt Resolution No. 2012-086 appointing one member to the Planning Commission.
ITEM EXPLANATION:
The term of Commissioner Neil Black expires in April. Mr. Black was originally appointed to the
Planning Commission in January 2011 to fill the position vacated by Julie Baker.
One appointment to the Planning Commission is needed.
Applications received for the Planning Commission are on file in the Office ofthe City Clerk.
NOTE: Members of the Planning Commission are subject to the provisions of the
Political Reform Act, and must file a Statement of Economic Interests.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has not potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO
THE PLANNING COMMISSION
WHEREAS, the term of Neil Black expires in April 2012.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the following person is hereby appointed to serve as a member of the
Planning Commission for a term to expire in April 2016:
