DEPT. 20,871 4-24-12 POLICE AUTHORIZATION TO APPLY FOR OFFICE OF TRAFFIC SAFETY SOBRIETY CHECKPOINT GRANT DEPT. HEAD CITY ATTY. CITY MGR. RECOMMENDED ACTION: City Council adopt Resolufion No. 2012-088 authorizing the City Manager or designee to execute, in the name of the City of Carisbad Police Department, all necessary forms for the purpose of applying for grant funding from the California Office of Traffic Safety to conduct two sobriety checkpoints. ITEM EXPLANATION: The California Office of Traffic Safety is accepfing applicafions for their Sobriety Checkpoint Grant Program for Local Law Enforcement Agencies. The goal of this competitive grant is to reduce the number of people killed statewide in alcohol-related crashes. The grant is available for overtime costs associated with conducted sobriety checkpoints during the two Nafional Impaired Driving Campaign mobilizafion fime periods: December 2012 and late Summer 2013. ff approved, this would be the fourth time the City of Carisbad Police Department has received this grant. FISCAL IMPACT: If approved, the City of Carisbad Police Department will apply for all allowable overtime costs associated with conducfing two sobriety checkpoints, ff the grant is awarded to the police department, all allowable costs are fully reimbursable. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code secfion 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. That the above recitations are true and correct. 2. That Council authorizes the submittal of this grant application. 3.
